The Order Formulation and Enforcement Division (Division) is responsible for the formulation, promulgation and enforcement of marketing agreements and orders in fluid milk markets throughout the United States. The incumbent serves as a Marketing Specialist and is responsible for carrying out the function delegated to the OFED staff in support of amending or promulgating FMMOs.
Duties
The duties may include, but are not limited to:
Provides technical guidance and rulemaking expertise for complex Federal dairy policy programs.
Independently handles the full range of assignments in overseeing the promulgation of a new Federal milk marketing order.
Serves as a project manager for various program activities directly or indirectly involving the Federal milk marketing order program and interactions with other Dairy Program Divisions.
Analyzes petitions requesting Federal regulation of specific markets and conducts preliminary investigations of petitions.
Initiates procedures to conduct FMMO rulemaking hearings; oversees development of appropriate data to be presented by the Department at public hearings.
Analyzes hearing records and briefs; prepares recommended decisions, proposed agreements and order and related documents.
Represents the Division and Agency to industry, State, Federal and public organizations in order to exchange technical information and promote cooperative relationships with such groups.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Demonstrates ability to research and analyze market and policy information to make recommendations to leadership related to new or revised policies, regulations, procedures, or methods of operation designed to formulate, promulgate or amend Federal Marketing Orders.
Effectively communicates, orally and in writing, with internal and external stakeholders to gather necessary information and to facilitate meetings.
Demonstrates ability to research marketing orders where changes to existing orders are proposed, to evaluate and determine if amendments to existing orders are warranted.
Prepares and delivers oral presentations, summarizing proposals and their potential market effects.
Note: There is no education substitution for this grade level.
