The Bronx James J. Peters VA Medical Center is currently recruiting for 1 Full Time Associate Chief Nurse (ACN) in the Long Term Care Community Living Facility . The Registered Nurse IV executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care.

Duties

VA offers a comprehensive total rewards package: VA Nurse Total Rewards Duties include, but are not limited to: Formulates, interprets, and implements the philosophy, mission, vision, values, policies, and standards for nursing care through the implementation of HRO and evidence-based practice in LTC. Oversees clinical specialty and departmental requirements including collaborating with the Chief of the GEC in the planning, organizing, inspiring, directing, coaching and evaluating programs. Utilizes resources to achieve optimal outcomes; assesses and determines the complexities of staffing through the VA Staffing Methodology Process. Serves as a consultant to review materials, programs, and projects produced by assigned personnel. Takes appropriate labor relations actions, when indicated using "Just Culture" which may include discipline, when employees do not adhere to safe work practices and behavior. Uses an analytical framework, including the nursing process, to create an environment that facilitates the delivery of care. Coordinates and evaluates integrated programs or demonstrates clinical excellence in management of population groups. Collaborates with Nursing Leadership/Subject Matter Experts to develop and evaluate Role-Specific competencies for all nursing staff ensuring each title is working at the top of his/her license/position. Uses professional standards of care, scientific evidence, and practice to evaluate programs/service activities. Creates a forum for exchange of knowledge and evidenced practice to enable the professional growth and development of nursing staff. Understands the legal and ethical implication of Patient Self-Determination Act, Patient Billof Rights, Advance Directives, and Patient Abuse. Initiates action to resolve ethical/legal issues related to nursing practice in collaboration withappropriate resource people. Promotes a trusting and transparent environment whereby employees are encouraged to report those situations that may adversely affect the delivery of patient care. Provides accurate information to patients and other staff when ethical issues arise. Demonstrates leadership, understanding and encourages acceptance of patient/family's beliefs, culture, religion, and socio-economic background. Actively supports EEO program, applying EEO principles to all recruitment and retention activities. Maintains privacy, confidentiality and security of staff and organizational data. Reviews nurse workload and determines productivity measures with benchmarks for LTC. Makes recommendations for operating and capital equipment based on the needs of the department. In accordance with the strategic plan, evaluation of the skills and competencies of current staff, and predicting future trends, performs periodic gap analysis to ensure the care needs of veterans are met. Demonstrates leadership in developing productive working relationships with groups in other programs, services, academic settings, and community agencies. Collaborates with Nursing Education to ensure appropriate staff proficiency training to ensure successful outcomes. Collaborates with Nursing Leadership to ensure appropriate staff proficiency training to ensure successful proficiency outcomes. Encourages professional growth by offering communication, education and when possible training for advanced degrees and specialty certification across the continuum. Collaborates with facility nursing education to ensure a comprehensive orientation and competency assessment for all clinical specialties and work status (e.g. full time, intermittent, contract staff) in meeting standards. Provides leadership in improving and sustaining the quality and effectiveness of care in diverse or complex programs. Serves as a subject matter expert in communicating and receiving communication regarding current concepts nursing and health care trends. Establishes effective networking ties at the local, VISN and National level. Collaborates with staff, other disciplines, faculty and peers in developing, conducting and evaluating research activities and programs. Other duties as assigned/requested by the Deputy Chief and Chief Nurse Executive. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must beproficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Education: Graduate from a professional school of nursing accredited by one of the following at the point of graduation is required: Accreditation Commission for Education in Nursing (ACEN); or Commission on Collegiate Nursing Education(CCNE) OR a graduate of a foreign school of professional nursing. Note: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013; ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly. ACEN or CCNE Accreditation Candidates meeting the basic education requirement of graduation from an ACEN or CCNE accredited nursing program must be considered before consideration of a deviation to the basic accreditation requirement. Nursing Bridge Program (must be appropriately accredited). A masters-level nursing accelerated nursing education program: The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded. Foreign Nursing Education. Graduates of foreign schools of professional nursing who, possess a current, full, active and unrestricted registration ,will meet the education requirement of graduation from an approved school of professional nursing to warrant appointment as a Nurse who has completed an associate degree/entry level Nursing education program. Credit for foreign nursing education higher than the associate degree/entry level requires a formal degree equivalency validation from a recognized degree equivalency evaluation agency accepted by VA such as the International Consultants of Delaware (ICD) Grandfathering provision All persons employed in VHA in this occupational series and performing the duties as described in the qualification standard on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held including positive education and licensure/certification For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply. Nurses who are retained under this provision and subsequently leaves the occupation, loses protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Nurses initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification and meet all the basic requirements of this qualification standard, must maintain the required credentials as a condition of employment in the occupation. Nurses who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Nurse IV Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing and 4 years of professional nursing experience, one of which is equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Master's degree in a related field and BSN with 4 years of professional nursing experience, one of which is equivalent to Nurse III and meets all dimension requirements for Nurse IV; OR Master's degree in a related field and a bachelor level degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. OR Doctorate degree in a related field and a master or bachelor level degree in nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. Waivers of degree requirements are also not authorized for Nurse IV and Nurse V. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The position requires the incumbent to have visual acuity, keen hearing, clear distinctive speech, and manual dexterity. The incumbent must be mature, flexible, and sensible, capable of working effectively in stressful situations and able to shift priorities based on patient needs. This position requires limited periods of standing, stooping, bending, pulling, pushing, walking, and be able to lift up to 35 pounds. Transferring patients and objects may be required. This position also requires sitting for long periods typing on computer keyboard, looking at computer monitor, and using the telephone. The incumbent maybe exposed to infected patients and contaminated materials requiring the incumbent to don protective clothing and equipment in isolation situations or during invasive patient procedures. The incumbent may be exposed to patients who are combative or aggressive related to neurologic or psychiatric disorders. The incumbent must meet the required screening/testing and be medically cleared by Employee Occupational Health as a condition of employment. Preferred Experience: -3-5 years experience in Geriatrics, Long Term Care Settings -Leadership experience -MSN -Doctorate degree in a related field
