This Training Instructor position performs administrative, educational and evaluative work relating to training, orientation, continuing education and staff development for all staff of the Northport VA Medical Center, as assigned.

Duties

Duties include but are not limited to: Assesses the educational needs of assigned staff and/or services/patients/family members. Evaluates the appropriateness and effectiveness of educational activities based on reliable data. Actively participates in the center for training, orientation, and education systems. Applies principles of adult learning, individual learning styles, rapid health care change, QA/I and diversity in all activities. Creates an open environment conducive to continuous learning and improvement. Collaborates with appropriate individuals to develop, implement and evaluate education plans. Participates in other QA/I programs as they relate to training, orientation, and education. Promotes internal and external marketing of training, orientation, and education systems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Experience: Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrate knowledge and skill in the principles of adult learning; design of educational programs; outcome of evaluation of educational programs; competence assessment and evaluation; policies, procedures, standards and regulations that directly or indirectly influence or affect education; interpersonal and group process skills; data collection, analytical problem solving; critical thinking and creativity skills; writing and oral communication skills. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have successfully completed a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such degree or LL.B. or J.D.. NOTE: Education needs to be directly related to major study of education or a subject area related to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond . You will be rated on the following Competencies for this position: CommunicationInterpersonal SkillsLearningPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires a moderate amount of sitting, standing, walking, bending, carrying and demonstration of some skills during a class or presentation. Work is usually performed in an office or classroom setting.
