This is a Public Notice for positions being filled under the Direct Hiring Authority (DHA) for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c). About the Position: Incumbent will serve as Emergency Manager for the US Army Garrison. Additionally serves as the Chemical, Biological, Radiological, Nuclear and High Yield Explosives (CBRNE) Operations Specialist and as Supervisor of the Protection Branch within the Directorate of Plans, .

Duties

Serves as Emergency Management Specialist and chemical, biological, radiological, nuclear and high yield explosive (CBRNE) Operations Specialist with the Plans and Operations Branch of the Operations Division, WDTC (West Desert Test Center). Develops the single overarching WDTC Emergency Management Plan integrated into DPG Installation Emergency Response Plan (All Hazards Plan) that provides the necessary emergency guidance and required training to WDTC personnel. Performs duties as liaison between WDTC, DPG Garrison, installation tenant units and other governmental and private entities involved in emergency management activities. Conducts test center planning and coordinates with IMCOM installation staff agencies and tenant units for the execution of operations, training and exercises. Serves as the CBRNE test center SME providing COAs and recommendations to senior leadership.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee may be required to serve on rotating shifts during emergencies or for operational necessity.
  • Must obtain and maintain Federal Emergency Management Agency FEMA Level II training within 24 months of appointment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications for GS-09 Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes 1) Assisting in the developmental of operational planning or execution of emergency operations; 2) Analyzing emergency operational data; and 3) Performing administrative tasks such as preparing reports, maintaining files, etc. OR Completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for GS-11: Specialized Experience: One year of specialized experience which includes One year of specialized experience which includes: 1. Developing emergency response plans, policies, or procedures for an organization; 2. Serving as an emergency management advisor to management; and 3. Developing and presenting formal briefings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business or public administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Minimum Qualifications for GS-12: Specialized Experience: One year of specialized experience which includes: 1. Developing emergency response plans, policies, and procedures for an organization; 2. Serving as an emergency management advisor to senior management on threats such as radiological, nuclear, chemical, biological, explosive, natural disasters, or other hostile actions; and 3. Developing and presenting formal briefings for a range of stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
