This is a Superintendent position that has full responsibility for the management, administration, public relations, resource management, visitor protection, interpretation, natural resources management, visitor services, maintenance, security, and continued development of both Scotts Bluff NM and Agate Fossil Beds NM. Manages both areas in accordance with legislation authorizing the establishment, and all laws, regulations, and policies applicable to managing a unit of the National Park System.

Duties

As the Superintendent and principal line officer, the incumbent serves as the focal point in the park for providing leadership, motivation, direction, and decisions required to implement and carry out multiple use and natural/cultural resource management within an organization containing a variety of resources. The performance of the duties of this job primarily requires the incumbent to direct work, which is administrative, technical, complex, clerical, or comparable in nature. The functions, activities, or services provided have limited geographic coverage and support most of the activities comprising a typical agency field office, or comparable activities within agency program segments. The annual budget is $990,000 in addition to $275,000 in project funds and annual visitation of approximately 180,000. The incumbent also supervises Agate Fossil Beds National Monument (AGFO) in Harrison, Nebraska. AGFO, covering approximately 3,000 acres, was established for its outstanding paleontological resources and for the protection and exhibition of a valuable collection of Indian artifacts and relics. It is comprised of a mixed grass prairie with Niobrara River wetlands, and includes numerous archeological, historical, traditional, cultural, and paleontological sites. Regular and reoccurring interaction takes place with neighboring ranchers, local communities, state and local government agencies, and affiliated Tribal Nation governments. The monument is 50 miles from the SCBL headquarters, with an annual base budget of $935,000, $100,000 in project funds, and annual visitation of approximately 11,500.

Qualifications

All qualifications must be met by the closing date of this announcement-03/01/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This Specialized experience must demonstrate an in-depth knowledge of park management principles, practices, techniques, laws, and regulations. Experience includes a variety of duties such as managing and supervising park or similar activities with an emphasis on natural management and protection, cultural and resource preservation and protection, visitor use and interpretation, law enforcement, maintenance of physical facilities and administrative programs. To be qualifying such experience must by equivalent to the GS-12 level in the federal service. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
