The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work involving the operation and maintenance of a 2.0-million gallons-per-day wastewater treatment facility and all equipment used in conjunction with the treatment process according to established Federal, State, DoD..

Duties

Duty 1 Performs work planning responsibilities. Plans on a weekly or monthly basis the use of subordinate workers, equipment, facilities, and materials in an organizational segment or group. Establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by higher level supervisors. Duty 2 Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes; investigates work related problems such as excessive costs or low productivity and determines the cause. Observes work in progress to anticipate, resolve, and implement corrective actions within their authority to resolve work problems. Duty 3 Performs administration responsibilities. Participates with employees in the development of performance plans. Advises employees in advance of performance expectations and explains new work techniques, as required. Provides proper guidance and direction, continuous feedback on strengths and weaknesses. Duty 4 Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. Duty 5 Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensures employees with access to classified information comply with security directives. Reports all known security violations to the proper authority immediately when discovered.

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.
  • The work requires the employee to report for scheduled or call back shifts regardless of time of day or weather conditions.
  • Work may require employee to work a non-standard schedule and may require employee to work overtime.
  • Work requires employee to either hold prior to employment, or obtain within two years, and maintain appropriate State of Alaska, Department of Environmental Conservation, Wastewater Treatment Operator certification (currently Level 2).
  • Work may require occasional travel away from normal duty station via military or commercial aircraft.
  • Work requires employee to wear appropriate respiratory protection and personal protective equipment during activities requiring this protection.
  • Work requires employee to support and participate in established resource and force protection programs.
  • The work requires employee to enter and perform tasks in permit and non-permit confined spaces.
  • Work requires employee to use computer-based information management systems including personal computers, local and wide area networks, programmable process control hardware and software, and office suite applications
  • software (word processing, spreadsheets, database, e-mail, and presentation graphics).
  • Must be able to obtain and maintain a Secret Security Clearance.
  • This position is designated as a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position requires Lead/Supervisory duties. Recruitment and Relocation Incentive may be authorized for this position. Superior Quals may be considered. Leave accrual may be authorized upon request.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WS-5400-Industrial Equipment Operation Family, Water Treatment Plant Operating. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a WASTEWATER TREATMENT PLANT OPERATOR SUPERVISOR. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised including federal and state clean water regulations, wastewater treatment facility layout and construction, wastewater treatment options and methods, wastewater treatment, wastewater disinfection, process controls and wastewater environmental discharge. 2. Knowledge of personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 3. Knowledge of and ability to implement safety regulations, practices, and procedures applicable to wastewater treatment plants including confined spaces, water analysis, hazard communication standard, and electrical lockout. 4. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised including electrical multimeters, pressure gauges, backflow device testers, personal computers, and laboratory apparatus. 5. Ability to apply basic math, science, and engineering concepts including chemistry, biology, hydraulics, corrosion control, and hydrology and the ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 6. Ability to plan and organize work assignments to include determining resources required to accomplish mission and the ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
