About the Position: Serves as a Civil Engineer (Hydraulics) using professional engineering knowledge and experience to perform of a full range of hydraulic and hydrologic investigations and studies as an integral part of the total engineering process.
This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for Full time telework.
Duties
Analyzes the full range of hydraulic and hydrologic problems involved in flood risk management for specified urban or rural areas.
Analyzes characteristics of drainage areas that includes width, length, topography, extent and effect of tributaries, other factors, and conditions which influence the amount and characteristics of stream flows at given points.
Plans and assembles data required for the development of backwater profiles in connection with floodplain information reports, flood insurance studies, and survey reports; and, designs memorandum reports for local flood risk management projects.
Analyzes storm conditions from available record data for the area being studied in order to develop the most critical possible flow conditions.
Works with hydrologic and hydraulic models, producing flood forecasts and other water management needs.
Develops hydrologic studies used in various water resource projects. Analyzes problems involved and determines methods applicable to secure sufficient and reliable conclusions.
Performs or directs hydrology projects, studies, and investigations such as runoff characteristics for large and small drainage areas.
Prepares sketches and drawings to illustrate and/or justify technical adequacy of assumptions and results.
Performs hydrologic studies incident to the general program at water resources development for basin-wide studies.
Uses knowledge of Government and agency contractual and funding rules, regulations, and administrative processes to manage and procure studies and services.

Minimum Qualifications GS-12:
Specialized Experience: One year of specialized experience which includes performing full range hydrologic and hydraulic engineering studies for flood risk reduction, dam and levee safety, floodplain management, floodway determination, ecosystem restoration, bank stabilization, and/or river channelization; hydrologic and hydraulic modeling with industry standard software, such as HEC-HMS, HEC-RAS, ADH, HEC-FIA, HEC-LifeSIM, StormCAD, CAD, and/or GIS; working as a member of a multi-discipline team, coordinating and collaborating with others to ensure project completion/success; and communicating with a variety of customers or stakeholders by developing, writing and/or executing technical reports and professional presentations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
