You will serve as a MOTOR VESSEL CAPTAIN SUPERVISOR 1 in the Port Operations Division of NAVBASE KITSAP SILVERDALE WA.

Duties

You will plan each day's activity after receiving direction on the tasks to be accomplished, fitness of the tug and crew, acceptability of weather conditions, and the course to the proposed worksite or passage destination. You will pilot and handle the tug during normal operations. You will provide effective and decisive leadership to the crew both during normal operations and any emergency situations. You will maintain a log of daily operations and occurrences, submit reports of operation as required. You will coordinate and plan repairs or maintenance for the vessel with port engineer, port captain, and the chief engineer.

Requirements

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below. This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: the ability to lead/supervise others who perform common Ship Operating tasks including: 1) Navigating and maneuvering a large yard tugboat alongside naval and/or civilian vessels to assist in berthing; 2) Performing routine maintenance of the tugboat to ensure proper operation; 3) Providing guidance to subordinate workers while the tug is underway. You must possess and maintain a minimum U.S. Coast Guard Merchant Mariner Credential (MNC) endorsed as Master or Towing Vessels-Inland with Unlimited Radar Observer; or Merchant Mariner Credential endorsed as Master of Self-Propelled vessels of less than 500 Gross Register Tons (GRT) upon Inland Waters with Unlimited Radar Observer holding either: 1) A completed Towing Officer's Assessment Record (TOAR); OR 2) A MMC endorsed for Master of Towing Vessels. Incumbent must be certified in the use of ARPA equipment. When incumbent has obtained required experience based on USCG regulations, incumbent will be required to obtain the Designated Examiners endorsement.
