Duties

Designs vegetation treatments to meet forest health and fuel reduction goals. Prepares reports and initiates corrective actions. Conducts cruise, scale, and appraise timber and special forest products. Utilizes knowledge of decay and defect associated with fire, insect, and disease mortality. Maps out treatment units and utilized forestry tools. Utilizes software programs required for cruising and appraising federal timber. Drafts and develops project prospectus, solicitation, and advertisement documents on forestry projects. Assists contract officials by negotiating with potential and/or existing contractors for revisions or modifications of existing contracts. The work of this position may be performed in an office setting. However, a considerable amount of time is spent performing field work. The field work is performed outdoors. Exposure to extremes of hot, cold, rainy or snowy weather is common.

Qualifications

This position has an education requirement. To qualify you must submit all relevant transcripts that show you meet one of the below requirements: 1. A degree in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work was in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing. OR 2. A Combination of education and experience: courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as listed above, plus appropriate experience or additional education. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the next lower grade level. To qualify for the GS-07, you meet the basic education requirements AND have 1 year of specialized experience equivalent to GS-5 in forestry-related work. Examples of specialized experience include: work as trainee, assisting higher graded forestry professionals with preparing forest & woodland sections of land use plans; determines harvest levels, plans forest product removal, thinning & reforestation in accord with land use plans; develops & designs forest product sales, prepares environmental assessments for forest projects & uses of fire for fuel management. -OR- have completed 1 year of graduate education leading to a master's degree in forestry or in a field directly related to the work of this position. - OR - have an equivalent combination of the type and level of experience and education described above. - OR - Superior Academic Achievement Superior Academic Achievement (S.A.A.) Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. To qualify for the GS-9, you must have one year of specialized experience equivalent to the GS-7. Examples of specialized experience may include: timber sale preparation; delineation of stand boundaries and harvest operability; designation of timber for harvest; stand examination and timber cruising; preparation and/or administration of documents relating to timber sale packages and other forestry matters; administer the sale of timber through contract procedures, professional application of forest management principles OR 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree OR A combination of education and experience. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work of the position is performed in an office. However, there is also considerable field activity involved in the performance of this work. Field work requires long periods of time walking over steep and rough terrain, extremely dense brush, logging slash and tree covered terrain, often wet or occasionally covered with snow. Work Environment: The work of this position is sometimes performed in an office setting with adequate lighting and temperatures. However, a considerable amount of time is spent in performing field work. The field work is performed outdoors. Exposure to extremes of hot, cold, rainy or snowy weather is common.

Education

This position has a positive education requirement which requires that you have a degree in forestry or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above (Qualifications Section), plus appropriate experience or additional education.
