As a Program Analyst, you will be responsible for the analysis of program efforts, management of the budgetary resources, integration of management plans, and the performance of complex programs involving resource assessments, analyses and studies in the areas of assigned responsibility.
Duties
Manages resources and/or resource allocations, requirements definition, integration, and review for broad, complex programs with national impact.
Establishes and maintains liaison with program managers and other project offices to ensure proper distribution of resources and adequate funding as well as coordinate budget development and local authority funding actions for projects or programs.

Manages budget operations, including both budget formulation and execution in areas of assigned responsibility.
Reviews and formulates budget policy and guidance for use in developing an integrated budget for a significant organizational component or to fulfill multiyear objectives for a program with national impact.
Serves as a resources contact for engineering projects/requirements for areas of assigned responsibility.
Identifies potential involvement, financial/resource problems or impacts, and provides financial consultation and evaluation of overall current and long range objectives, plans, programs.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- This is a bargaining unit position - American Federation of Government Employees - Local 513.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
Analyzing and assessing projects and programs to manage workforce and resource allocations;
Establishing and maintaining contact with the appropriate managers and other project offices to ensure proper distribution of resources and adequate funding;
Coordinating and analyzing budget development and local authority funding actions for projects or programs.
