About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Programs Office, in Vicksburg, MS. This position can be filled in alternate duty stations at Hanover, New Hampshire, Alexandria, VA or Champaign, IL.

Duties

Serves as an ERDC-level program officer for research. Establishes and implements a corporate approach to technical program formulation, analysis, review and documentation for ERDC 6.1 military direct portfolio. Leads the annual basic research solicitation and selection process in direct support of the ERDC Research and Development Areas Assists ERDC technical directors in ensuring that through planning and programming, the military direct programs are aligned to USACE and Army objectives. Tracks technical program execution and performance to ensure research programs are executing to plan. Establishes and maintains effective working relationships and communications with internal and external stakeholders. Analyzes direct and reimbursable programs to identify linkages within the corporate portfolio that can be leveraged for future opportunities. Provides leadership and direction in the preparation of ERDC-level responses to data calls and other actions concerning the military research programs. Performs a wide range of other duties in support of the Chief, Programs Office.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a top security clearance or access for the duration of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the DB-05 (GS-15) grade level in addition to the Basic Education requirement you must also have one year of Specialized Experience: One year of specialized experience which includes experience as a research action officer supporting senior leader decision making using effective problem solving and time management techniques and oral and written communication skills; Managing customer focused Research and Development projects; Army Planning, Programming, Budgeting and Execution process; Develop and present spreadsheets, briefings, written documents and financial spreadsheets to high level officials. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical)Decision MakingOral CommunicationResearchTechnology Application Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DB-05 (equivalent to GS-15) grade level. In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, Laboratory Demonstration Project employees must have a current average performance score of at least 2.5 or equivalent (fully successful rating) for promotion consideration. All qualification requirements, including time after competitive appointment, must be met by the closing date of this announcement.
