This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Under general supervision of the AE Contract Management Section Chief, Engineering Branch, and other divisions with advice and assistance available from the Lead Land Surveyor.
Duties
Technical expert on engineering matters pertaining to the development of surveying requirements for the planning, engineering design, construction, inspection, and operation and maintenance of military and civil works construction.
Coordinating all geomatics engineering functions related to the various ongoing projects within the District.
Coordinates scheduling, and directing of field and office survey operations, maintaining liaison between office and field activities, and monitoring progress of field activities.
Provides professional, technical, and administrative support for surveying and mapping activities.
Reviews and performs quality assurance of data acquired via in-house or contracted personnel, including review of planning, design, and construction documents for accuracy of geodetic, tidal, and quantity data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Professional Surveying license in good standing in a State, Territory, or the District of Columbia obtained by written examination is required.
- Must be able to obtain and maintain a COR (Contracting Officer Representative) certification Type A within 24 months of hire.
- Valid driver’s license required.
- TDY required 25% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- Must obtain and maintain Tier 1 Clearance.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Land Surveyor:
A. Degree: bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.
OR
C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11 -Specialized Experience: One year of specialized experience which includes: Planning, coordinating, performing, and reviewing hydrographic surveys, including the management of survey equipment and systems to ensure the proper calibration, operation, maintenance and repair. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: 3 years of progressively higher, level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
GS-12 -Specialized Experience: One year of specialized experience which includes: Independently responsible for work of considerable difficulty including planning and coordination of all phases of field surveys and record research. Serves as Party Chief on land surveys involving complex problems such as distorted or fraudulent surveys, high property value, unrecoverable monuments, probable litigation, conflicting land records, or application of new or experimental survey equipment and techniques. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
GS-11 Grade Level: This position requires a professional surveying license/registration. This license/registration must be in good standing and issued by any one of the 50 states, or its territories: (Note: You are required to submit your up-to-date license from any state or territory with your applicant package.)
