The Office of Inspections and Evaluations (OIE) is a component of the Treasury Inspector General for Tax Administration (TIGTA). The Program Analyst (Evaluator) position may be located in one of two OIE Business Units. The purpose of this position is to conduct independent performance and financial evaluations/inspections that evaluate IRS programs, activities and functions.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Perform extensive quantitative and qualitative analyses of an IRS program, function, operation or management systems and procedures to assess whether the entity is achieving economy, efficiency and effectiveness in the employment of available resources and or is in compliance with established laws, policies and procedures.
- Develop evaluation/inspection plans, making recommendations for objectives, approaches, or tests, based on experience or research.
- Document facts, collected samples, analysis, surveys, semi-structured and structured interviews, cost-benefit analysis, conclusions, and recommendations in work papers.
- Communicate with officials at various levels of management on problems uncovered, causes, recommended changes and evaluation of subsequent corrective actions.
- Manage large teams or complex projects addressing multiple issues and or completes major projects using specialized evaluative skills.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
- Assisting with the planning, conducting, and documenting results of projects within a tax administration organization. OR
- Assisting with the conducting and planning of projects in accordance with applicable standards. AND
- Demonstrated experience in the following areas in relation to projects: Communicating issues identified to senior stakeholders; Recommending courses of action; and Developing written products such as draft or final reports and memoranda.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks.
