About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th Military Intelligence Brigade, 781st Military Intelligence Battalion responsible for performing budget formulation executing tasks to support the command budget.

Duties

Perform budget formulation and execution tasks to support budget estimates. Track funds, reconcile commitments/obligations, reallocate funds, consolidate budget estimates, and notes variances. Prepare statistical reports and/or briefing materials based on laws, rules, regulations, and operating procedures. Use budgetary procedures used in the DoD Planning, Programming, and Budgeting System (PPBS) and Planning, Programming, Budgeting, and Execution System (PPBES) to implement resource management directives. Use computer programs and web-based applications to assist in managing the Government Charge Card Program, Government Purchase Card Program, and the Defense Travel System. Extract information from various sources to relay budgetary requirements to higher headquarters.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
• Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
• Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
• Temporary duty (TDY) travel may be required 25% or less.
• All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
• Position is considered Non-Combat Essential (NCE) in support of the Army’s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
• Must sign DD Form 2365, acknowledging that certain levels of medical, security, performance, conduct, and overall fitness must be maintained that make them suitable for assignment to an austere and stressful combat environment.
• Failure to perform the duties of this position in an emergency may result in appropriate action – defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.
• Position is designated Mission Essential and must be able to remain on duty or make every effort to report to duty on time during emergency and/or crisis situations.
• Financial Management Level 2 Certified position. Incumbent must comply with all DoD and Department of Army requirements of the certification program. May be subject to adverse action if certification is not obtained within the required time.
