About the Position: This position is with the St. Paul District. The position plans, administers, and inspects placement site preparation, use and long-term management. Makes recommendations on construction requirements.

Duties
Ensures minimum environmental impact. Provides estimates for equipment, material, and time requirements. Administers equipment rental and contract construction work and observes construction work being performed to ensure adherence to plans.

Plans and administers all aspects of site restorations, such as removal of berms, re-vegetation, and placement of drainage culverts, as specified in permit conditions or as otherwise needed.
Actively promotes and arranges for beneficial use of dredging material.
Promotes and provides input for the channel maintenance program educational and information dissemination initiatives in coordination with the District Public Affairs Officer and other agencies with common educational objectives.
Prepares and makes presentations to interested organizations. Develops brochures, video presentations, slide programs, etc. describing various aspects of the channel maintenance program.
May serve as District channel maintenance field liaison with U.S. Coast Guard and commercial navigation industry. May serve as District coordinator and point of contact for channel emergency situations.
Works with regulatory and public interest aspects involved in dredging/channel projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Incumbent must be able to obtain and maintain boat operators license within one year of appointment to the position.

Specialized Experience GS-09: One year of specialized experience which includes (1) Providing general knowledge of river navigation activities; (2) Preparing short and long term plans for accomplishing multi-phased work; (3) Speaking to small groups at informational meetings to include formal presentations, briefings, and some conflict resolution; (4) Preparing letters and other written communication such as informational articles; and (5) Conducting independent field investigations for projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes (1) River navigation and channel/harbor maintenance activities such as dredging, snagging, use of closing dams, wing dams, and other control structures; (2) Preparing short and long term plans for projects; (3) Organizing and facilitating informational and decision making meetings to include formal presentations, briefings, public speaking and conflict resolution; (4) Preparing letters and other written communication such as technical reviews or informational articles; and (5) Conducting independent field investigations and research for projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
