You will serve as a Production Cost Specialist in the Research and Development Services Division, Code 350220 of NAVAL RESEARCH LABORATORY.

Duties

You will serve as a customer liaison ensuring that main objectives, priority, cost and time periods are met. You will assist the supervisor and the Budget Analyst in budget formulation, accruals and execution. You will verify funding and set up Network Activities (NWAs) for all contracts, and validate the NWAs in the Enterprise Resources Planning (ERP) system for work requests. You will act as the Contract Officer Representative (COR) assistant and assists in the communication, preparation and execution of funding for outside sources. You will Interpret procurement regulations and policies for production control. You will monitor contractor costs and resolve problems related to payments and contract modifications using knowledge of contract administration principles and practices. You will review the accuracy of documentation for planning and cost estimating for maintenance repair, alteration, and minor new construction of facilities, grounds and utilities.

Qualifications

Your resume must demonstrate at least three years of general experience, one year of which was equivalent to at least the GS-04 grade level or the NO-01 pay band that demonstrates the ability to: analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and, communicate effectively orally and in writing. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university;

  • A combination of education and experience as described above is also qualifying for this position.
