The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats
Duties
NCBC is seeking a skilled, proactive, and innovative Staff Officer to assist the Chief of the Enterprise Management Group in planning, managing, and leading the daily operations of the Center, ensuring it is responsive to all inquiries and providing quality, timely, and thoughtful input.
Oversees, administers, coordinates, integrates, and evaluates the efforts of administrative operational areas to identify specific requirements and to plan and schedule for actions needed to meet those requirements.
Conducts a wide range of complex administrative functions to support senior leadership and management officials within the ODNI.
Assist in the management of the Center's personnel, training, budget, contract administration, facilities, equipment, and logistics for domestic and international engagements to ensure successful achievement of the organization's mission.
Lead the planning and execution of all Center Front Office Governance activities, organizing high level meetings and conferences, preparing materials, and communicating with partner organizations as well as internal stakeholders to ensure successful completion of mission objectives.
Lead tasking responses, work activities, assignments, and projects internal to the organization, within the ODNI, and across the IC, ensuring the effective completion of initiatives and requirements.
Lead the execution of organizational action processing, the development of standard operating procedures, file maintenance and record-keeping, and morale, welfare, and recreation activities.

Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Thorough knowledge of the ODNI, Intelligence Community (IC), Congress, and the overall national security apparatus as well as ODNI and IC standards for correspondence, administrative regulations, policies, entitlements, allowances, and unique authorities.
Effective communication skills, both written and oral, and ability to produce clear, logical, and concise products.
Analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations.
Ability to work independently and collaboratively as a team member, and proactively manage competing priorities under strict deadlines.
Interpersonal skills and ability to build and sustain professional networks across organizational boundaries to exert influence.
Ability to manage competing priorities while maintaining a high level of attention to detail; demonstrated ability to work effectively with ODNI's leaders in a highly active, fast-paced, and demanding organization.
Thorough knowledge and skill in the application of office support computer applications for word processing, spreadsheets, presentations, administrative applications (travel/accounting/etc.), e-mail, calendars, and database storage/retrieval.
Thorough knowledge and skill in English grammar, spelling, punctuation, and proofreading, as well as oral and written communication skills sufficient to compose and deliver responses to customers.
Qualifications:
To qualify for this position, applicants must meet all requirements by date of vacancy closing.
Bachelor's degree or higher in either Business Administration, Information Technology, or related field; Master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D. in any field, or Combination of education and experience: At least seven years of experience as an office manager or executive assistant to executive leadership, college-level education, and training that provided professional executive assistant knowledge.
Desired Requirements:
Thorough knowledge and experience with IC and ODNI processes and policies related to human resources actions, formal tasking responses, official travel, IT planning, facilities and resource planning, and budget forecasting and execution.
Thorough knowledge of office management and administrative functions involving logistics, facilities, budget, finance, contracts, travel, security and HR procedures and systems.
Thorough knowledge of organizational protocol policies and procedures and of quality assurance procedures to ensure data integrity and timeliness; extensive knowledge of filing and records management systems and practices.
Certified COTR Level 1.
Education
