About the Position: Serves as a HR Specialist performing operational assignment in the Civilian Human Resources Agency (CHRA). Utilizing an expert level of knowledge and skill by applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented.
Duties
Serve as a Human Resources Specialist exercising knowledge and skill in applying Human Resource methods, principles and evaluative methods to advise and resolve moderately complex problems.
Advise management on recruitment strategies, sources, and special programs, and incentive programs.
Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
Advise management on a wide range of staffing issues such as workforce shaping/reduction-in-force, special placement programs, recruitment methods, and special pay incentives.
Write vacancy announcements, rate applicants and produce referral lists. Verify employment eligibility, qualifications, salary determinations and set pay.
Maintain full visibility over all personnel actions from cradle to grave, and provide advice and assistance in all stages of the recruitment process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position may be filled at either a GS-07, GS-09 or GS-11 level. If selected at the GS-07 or GS-09 level, noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability

Basic Requirements for GS-07 level:
Specialized Experience: One year of specialized experience which includes assisting with analyzing problems by researching data; planning and organizing work; communicating effectively both orally and in writing; and utilizing automated systems such as Microsoft Office. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05)
OR
Education: One full year of graduate level education with a major study in business administration, human resources, or other fields related to the position to be filled.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-05).
Basic Requirements for GS-09 level:
Specialized Experience: One year of specialized experience which includes assisting with researching civilian human resources laws to provide advisory services on staffing functions; advising on and/or resolving moderately complex issues; providing advice and assistance to management throughout the recruitment process; and utilizing human resources database systems to perform recruitment and placement tasks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in business administration, human resources, or other fields related to the position to be filled.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
Basic Requirements for GS-11 level:
Specialized Experience: One year of specialized experience which includes applying a wide range of civilian human resources regulations, policies, and guidance to provide comprehensive advisory services on staffing functions; advising management on recruitment methods and strategies; creating job analyses and generating job opportunity announcements; issuing certificates of qualified candidates; and coding a variety of personnel actions.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management. (You must attach a copy of your transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
