The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Duties
Major Duties and Responsibilities:
Serve as Group Chief within the National Counterintelligence and Security Center (NCSC), and carry out NCSC's the responsibilities as the intelligence mission manager for counterintelligence.
Work in partnership with the Assistant Director and the Deputy Assistant Director of the National Counterintelligence Directorate (NCD) to lead and advance the U.S. Government's mission of identifying, assessing, prioritizing, and countering foreign intelligence threats to the United States.
Lead and manage the day-to-day activities of the Operations Coordination Group; lead and guide the coordination and deconfliction of offensive counterintelligence activities to advance the integration of community initiatives to counter foreign intelligence threats to the United States.
Lead the development of strategic counterintelligence initiatives and evaluative the effectiveness of offensive CI activities in support of national priorities; develop collaborative initiatives to focus community attention on high priority counterintelligence issues.
Represent NCSC in various IC and policy fora and integrate counterintelligence into the national security decision making process.
Recognize, value, build, and leverage diverse collaborative networks within the ODNI and across the IC and routinely engage IC counterparts to drive mission integration.
Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development Manage and lead counterparts on tactical coordination issues to ensure effective implementation of flagship collaboration initiatives.
Lead assessments to leverage best practices and lessons learned.
Lead and support briefings to senior IC officials and other major stakeholders collaboration progress, issues and challenges.
Qualifications
Mandatory Requirements:
Superior ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions.
Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
Superior ability to design and implement integration strategies for IC initiatives and programs, including the superior ability to manage human, financial, and information resources.
Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Superior ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for improvement.
Superior interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment.
Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
Expert knowledge of strategy development, planning, and IC organizations' missions/functions/capabilities in order to provide input to national-level strategies and plans and support U.S. national security and foreign policy interests.
Expert knowledge of and experience in the intelligence cycle.
Superior leadership skills and ability to lead interagency working groups and build coalitions with IC elements to achieve common goals; previous experience in leading/supervising a team in a fast-paced environment.
Superior ability to direct taskings, assess and manage performance, collaborate on goal setting and support personal and professional development of all levels of personnel.
Desired Requirements:
Experience with and/or knowledge of offensive counterintelligence operations.
Previous intelligence mission management experience.
Previous CI experience and/or knowledge of IC organizations' counterintelligence components, mission posture, structure, capabilities, processes and policies.
