This position is located within Medicine Service at the Charles George VA Medical Center, Western North Carolina VA Healthcare System in Asheville, NC. This position performs a wide variety of administrative and support tasks associated with maintaining the work of the subspecialty sections that comprise Medical Service.

Duties

The Major Duties of the Program Specialist - Clinical Program Manager includes, but is not limited to, the following: Program and Subspecialty Section Support There are training affiliations and trainees rotating through the service on a frequent basis (Medical Ancillary and Students). The incumbent's major responsibility will be the monitoring of Performance Measures associated with the delivery of care to inpatients/outpatients within their assigned subspecialties of the Medical Service. Utilizing knowledge of the clinical services provided in. the assigned sections, the incumbent provides expertise for the implementation of improved clinic utilization, monitoring of consults, facilitation of scheduling of appointments for outpatient visits and procedures, and completion of encounters and other documents necessary for completion and crediting of these services. The incumbent will monitor outpatient clinic grids for availability and assure timely clinic closure as approved by Operations Manager, COM and COS. He/she will also facilitate modifying of grids to meet the provider and patient needs as needed. He/she will monitor and track consults for assigned subspecialty to assure timely response, appropriate scheduling and clinical completion within prescribed timeframes, and work with providers of those subspecialties to establish processes and help sustain these improved processes. The incumbent will also assist the Operations Manager and COM with monitoring and tracking delinquent consults and encounters, including review and action on reports received from other service employees involved in this process (e.g., ADPACs). He/she uses VISTA and Computerized Patient Record System (CPRS) to access, enter, retrieve, and edit information in the medical center's computer systems. Incumbent will assist as needed as the Medical Service Representative on committees structured around inpatient/outpatient and clinic administration-related Performance Measures and will report activities of the subspecialty clinics to the Operations Manager, and/or· Service Chief. Incumbent will be expected to monitor and compile reports on clinic workload, wait-times and compliance with performance measures. He/she will demonstrate knowledge and understanding of the Medical Center/Service mission/vision and values. Incumbent will prepare complex and sensitive reports, correspondence, operational plans, proposals, etc., appropriate for use/or signature at the level of the Operations Manager, Service Chief or Medical Center management. The Clinical Program Manager is responsible for the development and maintenance of the provider profiling data for the providers supervised by the Chief of Medicine or other physician supervisors, including physicians, nurse practitioners, and physician assistants. The incumbent also conducts special audits. The incumbent is responsible for working closely with the other administrative/clinical support staff. Develops methods to improve accuracy, adequacy or timeliness of information, and systems for disseminating information to supervisors and section chiefs as well as the Operations Manager and Chief of Medicine. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: One (1) full year of specialized experience in the Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Program Specialist - Clinical Program Manager position. Qualifying specialized experience includes: Monitors/manages assigned sections equipment and supply needs, Assists Operations with Vendor/Contract invoice certification/verification, Maintaining inventory for the Equipment Inventory Lists (Ell) in their assigned sections, and overseeing completion of other Ells throughout the hospital as required, Timekeeping, Conducts special audits. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related? OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education. You will be rated on the following Competencies for this position: Administration and ManagementClinical InformaticsCommunicationsTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
