Duties
The VISN 12 Chief Nursing Officer (CNO) reports to the Network Director and is a member of the VISN Senior Executive Leadership team, serving as the top health care executive for multiple key clinical services and programs including nursing, which have direct impact of healthcare operations at the VISN level. The CNO is involved in strategic planning, organizational assessment, and program development, has the authority and responsibility for establishing standards of nursing practice and ensuring the continuous and timely availability of quality healthcare operations and nursing services, actively participates at the senior management level within the VISN level in overall planning and VISN operational activities, and chairs or serves as a member for network boards and councils and leads community of practice work groups.
Duties include, but are not limited to:
Provides programmatic guidance and direction to the Medical Center Associate Directors of Patient Care Services (ADPCS).
Monitors and evaluates nursing performance across the Network.
Provides clinical and administrative leadership and expertise to committee, task force, and project assignments at the Network and National level.
Facilitates the network-wide reduction of variance in nursing practice.
Facilitates management of organizational change required to achieve nursing goals, including identifying and facilitating resolutions of obstacles to achieve these goals.
Identifies, communicates, and facilitates deployment of best practices and innovative nursing activities.
Identifies, communicates, and facilitates the development of goals, objectives and policies involving healthcare operations and delivery for the Network.
Promotes a system of high reliability, accountability, psychological safety and a just culture where all nurses are engaged in improving the quality of nursing care for Veterans.
Provides oversight for staffing methodology across the Network to ensure adequate workforce of nursing personnel to promote safe patient care.
Develops, conducts, and directs special studies and analysis of complex issues as assigned.
Interprets such studies for Network and facility leadership.
Performs other duties as assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Experience at the Nurse V level is preferred
PhD in nursing or related field
Minimum of 7 years of nursing experience
Minimum of 5 years in Nursing Administration, demonstrating proficiency with supervisory experiences and progression toward high level leadership positions
Certification in Nursing Leadership
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.

Physical Requirements: This position requires potentially long periods of continued walking, standing and sitting.
