The Registered Respiratory Therapist (RRT) serves as a full-time assistant to the Chief of Respiratory Therapy and occupies a position with direct supervisory responsibility. The Assistant Chief will share the responsibility for all aspects of the department's goals and activities and in the absence of the Chief, the incumbent will assume the duties of the Chief.
Duties
Aids in the development and regular review of policies and procedures and ensures that this program remains in compliance with existing VA policy and regulations and JCAHO standards
Monitors and evaluates the effectiveness of all the program activities through standard and innovative techniques
Assists in the expansion of department activities wherever necessary to improve patient care
Disseminates and gathers information through regular staff meetings with department staff regarding improvement of patient care, with emphasis on responsibility and accountability
Maintains statistical and patient data. Monitors individual performance standards and assists in retrospective audits
Serves as liaison between the department and its clinical consumers (i.e., nursing service, administration and other support services)
Assists with the formulation and evaluation of equipment needs, preventive maintenance and organization of expendable and non-expendable equipment and supplies related to the program
Monitors staff educational needs and performs annual competency assessments for staff
Makes program changes within allowable costs and established policies
Assists the Home Oxygen Coordinator with the operation of the Home Oxygen Program when requested
Communicates with lead respiratory therapist to communicate department needs and changes
Responsible for ordering disposable supplies for use with the ventilators, CPAP/BiPAP equipment and pulmonary function equipment
Determines, justifies and organizes the personnel needs within the Respiratory Therapy department
Develops, monitors and evaluates the orientation process and ongoing performance of the staff by means of observation, ongoing, retrospective audit techniques and subsequent performance appraisals
Assists with establishing internal guidelines, plans, positions and functional descriptions for all subordinates as they apply to the goals of the Pulmonary Services and assigns, directs and evaluates employees in specific service programs
Consults with the Chief regarding approval, modifications or rejection of formal requests from subordinates for promotion, reassignment, status changes, awards, special achievements and other similar actions
Provides guidance to staff with counseling sessions for matters which may require disciplinary action and recommends the appropriate action if necessary
Provides scheduling for the department staff including schedule requests, posts schedules in a timely fashion, and follows facility staffing policies and department guidelines
Approves or denies leave requests as well as premium pay requests as appropriate and certifies timecards prior to T&L approval
In the absence of the Chief, represents the department on different committees as requested
Meets the needs of customers while supporting the Medical Center and Pulmonary Service missions
Handles conflict and problems in dealing with the customer constructively and appropriately
Work Schedule: Monday - Friday, 8a-4:30p

Qualifications
Basic Requirements
Citizenship. Citizen of the United States.
Education. Must have successfully completed a respiratory care program accredited by the CoARC or its successor.
Licensure. Must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT.
Credential. Must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT.
English Language Proficiency. Must be proficient in spoken and written English as required by 38 U.S.C. § 7403(f).
Grade Determination:
GS-13: Experience, Licensure and Credential. Must have one year of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level, and must possess certification in one or more functional specialties as well as hold an active license and RRT credential.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to collaboratively consult with physicians and other healthcare professionals for complex respiratory care to develop care plans to provide favorable patient outcomes
(b) Skill in evaluating the efficacies of therapeutic modalities
(c) Skill in performing advanced airway and ventilation management
The full performance level of this vacancy is GS-13.
