This position is organizationally aligned to the Emergency Medicine Service (EM) at the Hines VA. The primary purpose of the position is to be the Administrative Officer reporting to Chief of the EM Service. The purpose of the position is to direct and perform all administrative functions that include human resources management, budget and finance management, program analysis, office support services, document control, logistics, and a variety of related administrative matters.

Duties

Duties include but are not limited to: Directs the personnel management program for the service, performing or overseeing the full range of human resources requirements. Provides personnel management and administration for the EM service with varied functions and activities with new and changing requirements. Develops status reports or response materials for the manager for higher-level attention, review or signature. Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures. Manages the workflow, capacity utilization, and maintains staffing levels to assure successful operations of the service line. Oversees fee basis program for Emergency Medicine, establishing fee allocations and monitoring fee expenditures to assure that fee providers do not exceed calendar year allocations. Serves as Delegation of Authority for timekeeping. Keeps managers informed of the status of on-going personnel actions and provides advice on solving complex personnel-related problems Coordinates performance appraisal rating activities, assuring compliance with labor contracts and VA regulations. Tracks personnel certifications and training. Oversees a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets. Reviews and evaluates completed actions (memos, reports, studies, fact sheets, information papers) for overall quality and compliance with policy. Tracks and manages Service equipment. Plans and conducts management studies and analyses to determine the impact of medical facility realignments and changes. Provides for the budgeting and financial management for the Emergency Medicine Service. Provides advice to management and program personnel on budgetary and finance issues. Performs program cost analyses, such as cost-benefit or economic evaluations of programs. Serves as Contracting Officer Representative (COR) for Emergency Medicine Service for contracts, and equipment planning and purchasing. Manages procurement and contracting for the Emergency Medicine Service. Serves as an approving official and complies with all the acquisition regulations. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of administrative and human resources policies and regulations applicable to provide personnel and administrative assistance. Knowledge and skill in applying analytical and evaluative methods and techniques to resolve issues with practices or policies. Ability to plan, organize, and direct team study work to review data and evaluate administrative processes for the service Chief to evaluate the programs. Skill sufficient to prepare and deliver briefings to service managers on study findings and recommendations. Knowledge of budget and fiscal management considerations in order to make budget projections and make recommendations regarding financial requirement considerations. Understanding of human resource and administrative requirements and skill in collaborating with the facility's HR. Knowledge and skill in the use of computer software equivalent to Microsoft Word, Excel, Power Point, Access, Outlook and VISIO. Ability to manage day-to-day operations and prioritize immediate needs, including troubleshooting a wide variety of daily issues. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. OR, Combination: Applicants may also combine graduate education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires mobility and relative physical efforts may be required. Manual dexterity is required in operation of personal computer and other office equipment. The work is typically performed in an adequately lighted and climate-controlled office.
