The duties of the Program Specialist position involves assisting with all documentation, minutes, reports, and training schedules. The incumbent works in collaboration with the Chief of Mental Health, Clinic Coordinators, Providers and other clinical staff in assuring the management and accuracy of the provider panel data base.

Duties

Major duties include but are not limited to: Assigns patients to Mental Health teams, removes patients for the database when discharged or transferred to another assigned facility. Maintains accurate enrollment data, identifies and collects discrepancies in the database system. Utilizes the graphic User Interface (GUI) and the data warehouse to control the startup, setup and assignment functions and problem solves issues and corrects the MH PCMM transmission errors and inconsistencies. Oversees day-to-day performance of the Local Recovery and Suicide Prevention teams with regards to collecting data for re-engaging patients and preparing for events, as directed. Works in collaboration with Mental Health team leaders, clinical managers, providers, nurses, clerks and the rest of the clinic and CBOC staff and contract providers and is responsible for maintaining the integrity of the program for all of Mental Health throughout the hospital and outpatient clinics. Ensures proper deliver of all documentation to the Director's office for signatures, ensures proper delivery of all documentation to the jurisdiction's probate judge or designee for review, emergency holds and court hearings to be set. Maintains a close relationship with all court officials, court clerk, attorneys and probate judge to assure hearing dates, locations for hearings and proper review for case documentation can be done. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 7:30am - 4:00pm or 8:00am - 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at the GS-05. For a GS-09 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing excellent customer service and effectiveness in interpersonal relationships; experience organizing work and coordinating activities with other programs; experience researching and coordinating responses to correspondences; and setting priorities and deadlines. (NOTE: This experience must be well documented in your resume) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond only graduate education in excess of the amount required for the next lower grade level. GS9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing excellent customer service and effectiveness in interpersonal relationships; experience organizing work and coordinating activities with other programs; experience researching and coordinating responses to correspondences; setting priorities and deadlines, adjusting the flow and sequencing of the work to meet team and patient needs; monitoring appoint requirements to assure readiness for patient visit/procedures; experience receiving/handling concerns ensuring quality service; and experience researching problems and/or reviews issues/requests related to information regarding provisions for medical care, eligibility, or other. (NOTE: This experience must be well documented in your resume) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree, two (2) full years of graduate level education or LL.B or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond only graduate education in excess of the amount required for the next lower grade level. You will be rated on the following Competencies for this position: Administration and Management Database Administration Project Management Communications Organizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is usually sedentary but requires walking, standing and carrying of medium weight items, on occasion. Incumbent must have an even temperament and act in a professional manner during work performance. Working Environment: Incumbent works in a space designated for the Mental Health clinics and works with team members as well as various other facility personnel. The incumbent must work with patients and family members that are occasionally irate or mentally challenged in a courteous, tactful, respectful and professional manner. The work area involves everyday risks and discomforts that require normal safety precautions typical in settings such as offices, meeting and training rooms or libraries. The area is adequately lighted, heated, and ventilated.
