This National Guard position is for a PROGRAM MANAGER (CHIEF OF STAFF, JOINT STAFF), Position Description Number NGD1787P02 and is part of the MD JFHQ G1, National Guard.
Duties
Serves as a full deputy and fully shares in the management and direction of the administration, coordination, planning, development, execution and supervision of all Joint Staff programs that prepare the state for contingency operations in either a federal or state emergency. Ensures contingency plans provide for alert, mobilization, deployment, and employment of National Guard assets in response to a wide range of emergencies. Oversees the State's Homeland Defense Program that includes: the state rapid reaction force, the contingency emergency response force, counterdrug operations, civil support teams, expeditionary medical support, and explosive ordnance disposal. These programs are widely varied and complex and tasking can originate from a variety of sources which may include: the President, Department of Defense, Governor or local officials, and major commands (MACOMs/MAJCOMs) which could request response capabilities that range from local to international and address contingencies or threats which include but are not limited to: natural or manmade disasters, terrorism, weapons of mass destruction, critical asset protection, border security, civil disturbances, interstate compacts and federal mobilizations and deployments. Reviews and evaluates proposed program and mission changes and impact data prepared by various staff agencies. Prepares and develops policies and directives for joint force mission accomplishment and organizations managed. Analyzes and reviews reports, regulations, directives and correspondence and directs appropriate State headquarters action. Communicates and coordinates items of interest and potential adverse impact at the highest levels of national, State, and local political leadership. Represents the State to visiting foreign political and military dignitaries and maintains liaison with national, state, and local government agencies such as the Federal Aviation Administration, Environmental Protection Agency, Department of Homeland Security, state emergency management. Directs and oversees the development of long and short-term goals and plans for State joint force programs. Executes long term plans and programs and directs studies involving federal and state programs, facilities, manpower, force composition, mobilization, readiness, and economic impact. Coordinates with appropriate agencies on manpower, facilities, and resources necessary to organize and support Joint Staff Units within the state. Assesses development of state joint force programs, requirements, and establishes priorities. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through Joint Staff directors. Incumbent advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects candidates for directorate positions taking into consideration skills and qualifications, mission requirements, and equal employment opportunity (EEO) and diversity objectives. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by the Joint Staff directors. Explains performance expectations to Joint Staff directors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of Joint Staff directors and other employees directly supervised and serves as reviewing official on evaluation of supervisory and non-supervisory employees rated by the Joint Staff directors. Approves expenses comparable to within-grade increases, extensive overtime, and employee travel. Recommends awards for directorate personnel and changes in position classification to higher-level managers. Hears and resolves group grievances and employee complaints referred by Joint Staff directors and employees. Reviews and analyzes the State joint force human resources and military programs for recruitment, appointment, assignment and career development of officer, enlisted, technician and civilian personnel to ensure optimum utilization in meeting current service requirements and mobilization capabilities. Confers with the Manpower and Personnel Directorate to ensure military, and technician, human resource and labor management relation programs are effectively integrated and provide an orderly system for career development, compatibility of assignments, career progression, and well-being of assigned full-time support personnel. Directs the development of policies and procedures that ensure organizations are representative of the diverse populations that are in communities and demographic areas. Reviews processes and procedures to determine overall effectiveness, efficiency and productivity of activities and programs managed and directs actions to achieve cost savings for administration, operations, and maintenance without compromising required standards of readiness, accuracy and/or safety. Performs other duties as assigned.
Qualifications
Military Grades: OFFICER O-6
SPECIALIZED EXPERIENCE: One year of specialized experience in the program manager career field equivalent to the next lower grade level.
Quality of Experience - Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.
