THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Supervisory Security Specialist, Position Description Number D2642000 and is part of the Advanced Program Office of the 158th Fighter Wing of the Vermont Air National Guard.
Duties
The purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to a National level Special Access Program (SAP). This position may oversee contractors but only in rare instances oversee the COR. To develop goals and objectives that integrate special access program security requirements that support military, civilian, and contractors to include all assigned and/or attached units and that meet Air Force and Air National Guard (ANG) objectives.
1. Plans, organizes, and directs all Special Access security activities of the Advanced Program Security Office, ensuring that Information, Personnel, Physical, Industrial, and Automated Information System functional work areas comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and wing, Air Force, and national objectives. Researches, interprets, analyzes and applies National, DoD, Director of Central Intelligence Directive (DCID), USAF, and MAJCOM policies classifying and protecting special access program systems, national defense, and other sensitive information originated or controlled by the wing and associated personnel. Establishes policies and procedures for accomplishment of SAP information, personnel, physical, industrial, and automated information system security. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of (functional area) and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor of significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material.

Requirements
- Must be able to obtain and maintain a TSI with access to SCI and SAPs.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- May occasionally be directed to work other than normal duty hours.
- This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting and remain on duty during phased or early release.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver’s license is mandatory.
- Maintains weapons qualifications commensurate with a 31PX series Air Force Specialty Code.
- The position is designated for drug testing.
- Males born after 31 December 1959 must be registered for Selective Service.

- Selectee will be required to wear the military uniform.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- This is a National Guard dual status technician position which requires military membership.
- This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Preemployment drug testing and participation in random drug testing is a condition of employment.
Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
OPEN AREAS OF CONSIDERATION: AREA 1, 2,3, 4
Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that component applying for a position within the component which they are currently employed.
Area II: All Members of the Vermont Air National Guard.
Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard.
Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians.

GENERAL EXPERIENCE- All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
SPECIALIZED EXPERIENCE GS-12: Must have expanded experiences and expertise, along with the working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office. Experienced in directing, managing, and completing the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures. Experienced in managing research requirements and analyzing reports on physical, information, computer, and personnel security. Experienced in managing and conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions. Experienced in directing and implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources. Competent and knowledgeable as a technical specialist expert on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance. Competent and knowledgeable on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction. Competent to manage, direct, and implement policies and procedures for accomplishment of sensitive compartmented information protection and security. Experienced in researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives, Defense Intelligence Agency Manuals, DoD Manuals, Air Force Manuals, Air Force Instructions, and local Operating Instructions. Experienced in managing and complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations. Experiences included managing and implementing the Sensitive Compartmented Information security clearance program and maintaining current and completed clearances for assigned personnel. Experienced in conducting, directing, managing, and assessing Special Security Office self-inspections and skilled in presenting detailed and comprehensive reports with consistent follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency.
Supervisory Specialized Experience: Must have experiences in managing and supervising work functions and discipline requirements. Experienced in conducting employee performance evaluations; mentoring junior officers and enlisted squadron employees, managing resources and budgets; and directing assigned work, and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations. Must have experiences in planning and scheduling work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences included Information Protection program training and guiding employees on programs and through assigned tasks. Experiences involved balancing Information Protection program requirements and providing advice, guidance, and direction on a wide variety of the program's policies and employee performance administrative issues. Experienced in structuring assignments to create effective and efficient procedures that resulted in measuring improved task processes. Previous supervisory experiences created improvements in mentoring, training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have demonstrated experiences or endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs.
CONDITIONS OF EMPLOYMENT AND NOTES:
Department of Defense Security Fundamentals Professional Certification, Special Program Security Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
