This position is located within the Vice President's Office in the Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-12/13, MCC uses a pay banded system to compensate employees. This position is pay band 4b/4a which is generally equal to GS-12/13.

Duties

Works in the Department of Compact Operations' (DCO) Office of the Vice President (OVP) to support achievement of corporate and departmental goals. Assists in overseeing DCO compact portfolio, including assessing status, milestones, risks, challenges, and opportunities across all stages of a compact programs. Works with the Office of the Chief Information Officer to review and update systems, procedures, analytics, automated reporting, etc. as related to DCO's work. Works within OVP and/or with other divisions/departments to develop, update, and conduct ongoing review of policies and guidance documents related to compact development, implementation, and closeout, with a goal of ensuring applicability to changing conditions and corporate needs. Supports rollout of policies and guidelines. Leads and/or contributes to special projects within the DCO OVP or through broader working groups. Prepares and delivers briefings and presentations related to DCO's work and projects within OVP for internal and external stakeholders. Supports DCO inputs into corporate reporting processes, including the quarterly board reports, annual financial reports, annual report, budget requests, and other reporting processes as needed. Drafts written communications and other documents. Performs other related duties as assigned.

Requirements

Qualifications

To qualify for pay band 4b applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: applying knowledge of the policies and guidelines of international development programs and operations sufficient to assist in compact development and/or implementation challenges; acting as a liaison between programs and IT software development staff to develop use-cases that accurately represent the needs of a program; developing and delivering clear and comprehensive reports and/or presentations, appropriately tailored for the audience (country teams, MCC leadership, external stakeholders, etc.); project management skills, including experience such as developing and/or reviewing and providing input into work plans, budgets, project/team charters, etc.; and developing or updating policy or guidance documents, tools and resources. Note: This experience MUST be well documented within your resume or application. Note: This experience MUST be well documented within your resume or application. Desirable: Ability to communicate in French, orally and in writing.
