THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Supervisory Supply Management Specialist (Title 5) (Temporary Promotion Not to Exceed One Year), Position Description Number T5722P01 and is part of the VA 192 SUT SQ, National Guard.

Duties

As a Supervisory Supply Management Specialist (Title 5), GS-2003-12, you will perform the below duties: Plans, organizes, and oversees the activities of the organization. Directs and advises on policy, training, and procedures that relate to division functions within the enterprise supply chain operations. Develops goals and objectives that integrate organization and global supply programs objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Responsible for the implementation of supply chain operations policy, process and guidance set forth to meet global mission objectives. Monitors operations to ensure an acceptable level of support. Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate unit supervisors on a wide range of administrative issues. Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources, and balances organization needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. Supports the Whistleblower Protection Program by responding constructively to employees who make protected disclosures under 5 U.S.C. 2302(b)(8); taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures. Establishes, develops, and maintains effective working relationships with officials within the squadron, Supply Chain Operation Wing, MAJCOM officials, and other agencies/private organizations. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. Performs other duties as assigned.

Qualifications

WHO CAN APPLY: GROUP A1 - All on Board Federal National Guard Employees within VAANG employed with 192nd SCMF. GENERAL EXPERIENCE: Applicant must have experience supervising staff performing operational support to all weapon systems, aircraft ground equipment, next generation radar (NEXRAD), Base Operating Stock Management (BOSS), Repair Network Management (RNM) etc. assigned to the USAF/ANG/AFRES/AETC in worldwide locations. SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as: Experience planning, organizing, and overseeing the activities of the organization. Experience directing and advising on policy, training, and procedures that relate to division functions within the enterprise supply chain operations. Experience developing goals and objectives that integrate organization and global supply programs objectives. Experience establishing, revising, or reviewing policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
