This position is located in the Department of Agriculture, Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer-Shared Services, Financial Management Services (FMS), Customer Support Division, Directives and Training Branch. This is a developmental position leading to the full performance level GS-11. The incumbent of this position serves as a Writer/Editor developing training and operating manuals related to USDA financial management support and services.

Duties

Edits narrative, tabular, and graphic material for method of presentation, organization, consistency, format, and grammatical construction to determine the nature and extent of improvements needed. Recommend editorial changes designed to enhance the clarity of information, grammatical accuracy, cohesiveness, and consistency of fact and data with authors. Delivers in-application help, learning materials, and documentation content developed using desktop publishing and documentation management software. Follow standard procedures, concepts, and methodology of writing practices for environmental analysis, publications, bulletins, and promotional material to perform assignments. Ensures the accuracy, completeness, quality, and content of procedures, user manuals, desk guides, training materials, bulletins, reports, studies, presentations, controlled letters, and other correspondence produced.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience: To qualify for the GS-11: Have at least one (1) year of specialized experience, equivalent to the GS-09 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Writer-Editor: Such experience includes: 1) Provides both written and oral guidance on the extent of work needed; and 2) Generates original material, templates and workflows to write a wide variety of decision documents, public comments, meeting notes, technical reports, outreach materials and publications. 3 Experience developing user documentation templates and workflows in eLearning from draft to publishing. 4) Incorporates content developed by subject-matter experts who are not trained as writers into final written products; 5) Reviews and edits documents for clarity, grammatical accuracy, cohesiveness, format, organization, ADA Section 508 compliance, and appropriateness. 6) Provides admin/system support for eLearning and SAP Enable Now (SAN) to identify, research, evaluate, and recommend solutions to desktop publishing software issues. OR Ph.D. or equivalent doctoral degree. OR 3 full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR Have an equivalent combination of successfully completed specialized experience and graduate education described above that makes up 100% of the qualifications required for the position. Combinations of Education and Specialized Experience: Education and specialized experience can be combined to meet the minimum qualification requirements, as allowed in the applicable standard. Only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the applicant's specialized experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for this grade level. To qualify for the GS-09: Have at least one (1) year of specialized experience, equivalent to the GS-07 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Writer-Editor: Such experience includes: 1) Experience using desktop publishing software to author user documentation and/or eLearning material; 2) Coordinates review of templates and other documentation by subject-matter experts; consulted on the composition and development of a variety of printed material generated by other staff (e.g. informational flyers, brochures, instructional material, exhibit text, exhibit labels, etc.); 3 Experience in developing user documentation, templates and workflows in eLearning from draft to publishing; 4) Incorporates content developed by subject- matter experts who are not trained as writers into final written products; and 5) Reviews and edits documents for clarity, grammatical accuracy, cohesiveness, format, organization, ADA Section 508 compliance, and appropriateness. OR Master's or equivalent graduate degree. OR 2 full years of progressively higher-level graduate education leading to such a degree (master's). OR LL.B. or J.D., if related to the position. OR Have an equivalent combination of successfully completed specialized experience and graduate education described above that makes up 100% of the qualifications required for the position. Combinations of Education and Specialized Experience: Education and specialized experience can be combined to meet the minimum qualification requirements, as allowed in the applicable standard. Only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the applicant's specialized experience as a percentage of the experience required for the grade level; finally, add the two percentages. To qualify for the GS-07: Have at least one (1) year of specialized experience, equivalent to the GS-5 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Writer-Editor: Such experience includes: 1) Experience using desktop publishing software to author user documentation and/or eLearning material; 2) Examines material for correctness and accessibility and ensures ADA Section 508 compliance; 3) Reviews and updates a variety of printed material; coordinates production of material and its distribution; performs rewrites of submitted official documents and other written materials; and 4) Provides editorial and general assistance in preparing scripts, press releases, exhibit text, labels, and articles; generates original material for writing projects, such as outreach materials. OR One (1) year of graduate-level education. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. OR Superior Academic Achievement (S. A. A.). Note: Superior Academic Achievement. (S.A.A.) S. A. A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum. 3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. OR Have an equivalent combination of successfully completed specialized experience and graduate education described above that makes up 100% of the qualifications required for the position.
