The primary purpose of this position is to direct budgetary, compliance, analytical and advisory services to assigned organizations. Serves as a first level supervisor.

Duties

Plans, organizes, and directs the activities of the Financial Analysis office, ensuring that all accounting, budgetary, and financial reporting actions comply with legal and regulatory requirements and meets customer needs. Performs supervisory personnel management responsibilities. Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals and plan improvements. Responsible for total budget operations in support of the overall mission, operations, and projects. Uses automated budgetary system(s) and computer-generated products in accomplishing budget assignments.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience which manages the financial management program for the purpose of ensuring effectiveness, efficiency, and productivity of the organization and mission accomplishment. The position calls for the incumbent to analyze program operations which involves both short- and long-term plans to forecast factors relevant to the financial data requirements. These factors affect the managerial-financial reporting process of providing appropriation data to key officials at all levels of management for the purpose of helping to achieve the program goals and overall objective of the mission. The position performs and administers program operations consisting of the three basic functions of accounting, budgeting, and managerial /financial reporting. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive and detailed knowledge and understanding of budgetary methods, practices, procedures, regulations, precedent decisions, and policies of the organization, the major command, and the agency; AND Comprehensive knowledge of the sources, types, and methods of funding for assigned budgets, and the budgetary and financial relationships between the assigned budgets and the budgets and programs of other agency components and organizations. Knowledge and skill in analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the organization's budget and milestones; AND Knowledge of computerized budget system(s}; AND Knowledge of program evaluation factors and techniques to assess program accomplishments and to identify resource requirements; AND Knowledge of personnel management practices and methods. Detailed and practical knowledge of the goals, objectives, workforce composition, work methods, and functions of programs served, in order to determine whether requests for funds and expenditures are proper, necessary, and timely. Skill in identifying, analyzing, and resolving a range of budgetary problems, including developing alternative methods of funding and substantial reprogramming. Ability to present and recommend budget adjustments, reprogramming, and resolution of budget problems; AND Ability to communicate orally and in writing; AND Ability to conduct studies, analyze data, develop alternatives, and make recommendations to resolve budget problems. Ability to inspire, motivate and guide others toward goal accomplishment; AND Ability to establish and maintain effective working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
