This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Applicant Performs duties to ensure installation-wide compliance with environmental laws, regulations, and policies.
Duties
Manage two or more environmental programs related to Air Program Management, Toxics Management, and Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).
Evaluate, monitor, or ensure compliance with laws, regulations, policies, standards, or procedures.
Provide support to the National Policy Act (NEPA) program to include review and evaluation of projects to identify potential environmental concerns and establish mitigations.
Coordinate sustain environmental compliance for managed air programs to include, air quality permitting, asbestos, ODS, LBP, PCB’s, CERCLA, etc.
Prepare written environmental reports and documentation regarding assigned programs. Specifically related to air program compliance (i.e. permit compliance, asbestos, CERCLA, etc.).
Prepare written environmental program management plans and schedules and sets milestones for accomplishing goals and required tasks.
Review plans, specifications, and cost estimates for a variety of projects for procurement by contract in support of the environmental program.
Work independently to perform environmental compliance functions to support the Garrison and Mission.
Provide supporting information for briefings to technical experts, management officials, environmental interest groups, and members of the general public to update status of environmental programs.
Prepare and oversee the preparation of all required permits and plans.
Advise top management, supervisors, and/or staff and operating officials on matters concerning environmental compliance.
Brief key management officials on project status and issues related to assigned program areas.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must possess a valid driver's license.
- Temporary duty (TDY) is 25% or less for this position.
- 1-year probationary period.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: 1 year of specialized experience equivalent to the GS-11 level in the Federal service which includes experience managing water compliance programs and identifying/planning corrective actions to ensure compliance.
GS-12 Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
