The incumbent is responsible for the total management, planning and direction of Environmental Service. Included in the medical center's Environmental Service are Environmental Sanitation, Textile Care, Bed Services, Painting, Patient Effects and Valuables, Pest Control, Waste Management and Recycling as well as Linen and Uniform Distribution. The incumbent is under the supervision of the Associate Medical Center Director.

Duties

Exercise broad managerial knowledge and technical expertise within the various disciplines of the service. Serves as the advisor and consultant to top management and is responsible for implementing and maintaining a high-quality efficient environmental sanitation program laundry, linen and uniform operation; and an effective waste management, integrated pest management, health aid, and recycling programs. Influence decisions and actions beyond the scope of his/her normal program areas, which involve total medical center plans and policies. Serves local committees and boards, including the Healthcare Operations Council, Planning and Space Committee, Safety and Health Leadership Committee, GEMS Committee, Infection Control Committee and Emergency Management Committee Responsible for the comprehensive planning, direction, and coordination of the full EMS operation, as well as the evaluation of the Medical Centers Environmental Management Service programs and functions. Plans and directs an operation to fully coordinate the Environmental Management Service activities Develops and administers a formal, systematic internal review plan for reviewing and appraising the effectiveness of each phase of EMS activities Serve as medical center's Sanitation Officer and in this capacity provides technical advice to top management. The incumbent develops standards for the handling of toxic and highly contagious bio-hazardous waste to assure the medical center complies with local, state and federal regulations. As the Linen Control Officer he/she is responsible for the planning, controlling and directing of the service to include budget development, staff needs, equipment needs & utilization of all available resources. Responsible for the Health Aide Program, Integrated Pest Management, Waste Management Program. Provides leadership and direction to promote the development and productivity of all employees supervised. Evaluates performance of employees under immediate supervision and initiates appropriate action in order to reward, guide, counsel, instruct, etc. Promotes an environment conducive to cooperation and integration of clinical and administrative roles leading to high productivity, customer and staff satisfaction and developing strong communication channels within programs and across internal and external programs and product lines. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements (IOR): All applicants, regardless of grade level must meet minimum education requirements. For this occupation, the education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: Education Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. or Experience Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. Other: One year of formalized hospital administrative residency or internship in hospital administration or hospital housekeeping management is equivalent to 1 year of GS-5 level specialized experience. In addition to the basic requirement you must also meet the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Facilitating changes in plans and methodologies as needed: interpreting policy: establishing and implementing goals, policies, and procedures ensuring that administrative and clinical programs are fully supported and that the environment is safe, clean, and aesthetically pleasing; timely, efficient and cost-effective management of environmental care programs; providing administrative oversight for all operations under his/her supervision, including financial planning and budget execution, fund control, equipment management, procurement, human resources management, recruitment, accreditation safety, infection control and performance evaluations. Physical Requirements: The work is primarily sedentary, although some occasional walking, standing, bending, and lifting may be required. Lifting of supplies and equipment in excess of 40lbs is required on an infrequent basis.
