This position is located at the Tahoma National Cemetery in Kent, Washington.

Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles. Responsible for the entire irrigation system operation. Incumbent will utilize a central computer, a laptop computer, and a local weather station to manage and operate the cemetery irrigation system. Formulates overall irrigation strategies to irrigate turf, trees and shrubs in a manner which assures their healthy growth while ensuring water and electrical resources are not wasted. Monitors and documents the actual performance of the system, adjusting when and where required. Compiles and submits weekly Irrigation System Status Report for Cemetery Management that highlights the system condition, status, failures, breakdowns, repairs made, potential problem areas and water usage. Responsible for the maintenance of over 40+ acres with continual expansion of irrigated phases. Makes repairs on the irrigation system by diagnosing, removing, cleaning, replacing, repairing, packing, and sealing of defective irrigation system components. Installs, maintains, rebuilds, or replaces as necessary; main, sub main, and lateral irrigation lines, sprinkler heads, and control valves. Control valves sizes range from 1 ¼"-3", while pipe sizes range from ½"-8". Assist PCD Irrigation Specialist with the design and verification of irrigation lateral layouts for all planned expansion projects, to include replacing old control valves and other equipment. As technology advances, incumbent is expected to keep abreast of any upgrades added to the system. Must have specialized understanding of sprinkler equipment and system performance in relation to piping standards, pressure ratings and installation of components. Specialized knowledge of water hydraulics, volume, and pressure, as applied to maintaining and improving the irrigation system through pipe size, pressure zones, scheduling, electric control valves, air pressure relief valves, pump motors and pumps, media filtration systems, and back flow preventers in diagnosing problems with the system. Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,02/26/2024. Your background must demonstrate work involved in the full range of building and maintenance trades to include carpentry, plumbing, electrical, masonry, pest control, asphalt repairs, etc. This includes repair and preventive maintenance of irrigation systems, maintaining and repairing buildings and physical structures, facilities, and utilities using hand and power tools. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Physical Requirements: Work may require continual moving of arms or frequently carrying heavy items up to 50 pounds. Work may also involve prolonged standing, bending, stooping, and the operation of a motor vehicle. Requiring prolonged and frequent walking, standing, bending, stooping, and pulling. Climbs ladders and lifts objects up to 50 pounds. Must use full range of upper and lower extremities. Moderate efforts required in operating vehicles and tools of the trade. Stamina, dexterity, and perseverance in all aspects of the incumbent's duties Working Conditions: Work is performed outdoors. Incumbent is subject to discomfort from working in un-natural positions for long periods in all types of weather. Incumbent may work under stress and strain in dust, dirt, mud, and water. A minimal amount of work is performed inside, a substantial portion is performed outside depending upon projects or the repairs necessary. Incumbent is at times exposed to extreme weather conditions, such as heat, cold, rain, wind, or other elements. Exposure to dirt, mud, water, fumes, wood chips, sawdust, electrical current and moving equipment and machinery are reasons to practice safe working practices and wear personal protective clothing and devices as necessary to secure themselves by use of safety harnesses, ropes, etc. as necessary to protect themselves and others from dangers encountered on the job. Complies with VA, NCA, OSHA, and other safety regulations and policies as required by the job being performed. Incumbent is subject to call to duty in other than normal scheduled working hours to perform emergency repairs. Selected applicants will be required to complete an online onboarding process.
