About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4JLAA STRATEGIC SYSTEMS SUPPORT ELEMENT.

Duties

Serves at a technical expert on contractual and business matters by providing contracting and acquisition advice to end-users, subject matter experts, program managers, legal advisors, and other stakeholders. Applies comprehensive knowledge and judgment during the procurement planning and contract administration process. Develops procurement objectives for the program in terms of competition and price range and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, and similar considerations. Advises the organization on procurement and contract administration matters. Prepares price negotiation memoranda and other correspondences.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, and psychological evaluation.
  • Requires temporary duty (TDY) travel CONUS or OCONUS no more than 10% of the time.
  • May be required to work overtime or irregular hours.
  • Must meet Defense Acquisition Workforce Act (DA WIA) requirements applicable to the duties of the position. This is an Acquisition position and requires level Il certification within 24 months of employment.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes conducting pre-award and post-award acquisition functions to include cost/price analysis, negotiation, and administration of contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
