This position will allow you to use your expertise in managing and overseeing a critical program segment which has program office-wide or CBP-wide impact. In this Program Manager position, you will be responsible for leading USBP administrative systems initiatives. Typical work assignments include:
Providing subject matter expertise on Border Patrol Business Administrative Systems, including but not limited to systems for scheduling, time and attendance, budget formulation and execution, asset tracking, requirements collection, and staffing models.
Coordinating and leading collaborative efforts to establish technical, functional, and operational requirements for the modernization of Border Patrol Administrative Systems
Collaborating with acquisition and engineering technology partners to identify, develop, and sustain software solutions to address complex problems with many competing objectives, variables, and constraints to meet the needs of end users
Facilitating technical exchanges between requirements team and system stakeholders to obtain, compile, organize, select critical data elements, and providing expert analysis on systems to brief executive/senior leadership on program status to support decision making
Supporting with budget formulation, long term development schedule management, funding obligations, and tracking of program budget priorities for each fiscal year
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Managing, controlling, coordinating, and integrating major projects
Developing, revising and implementing decisions, guidance, laws, regulations, and policy
Managing and evaluating the effectiveness of department programs while planning for long and short range strategy programs
Reviewing program progress, measuring performance and taking necessary corrective steps to modify actions, products, or services to ensure compliance with policies or to provide improved results
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/22/2024.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
