As a Supervisory Contract Specialist, you will provide technical professional advice and guidance to senior managers on contracting matters and manage a professional staff responsible for all technical matters related to the development and execution of contracts.
Location of position: Public Buildings Service, in either Anchorage, AK; Boise, ID; Portland, OR; Seattle, WA, Spokane, WA or Tacoma, WA.
The position currently requires one day a week in office, with the remainder being telework.
Duties
Directs the contracting work of Contract Specialists and acquisition support positions located in Region 10 Public Building Service (PBS) Field Offices to support the provision of building services and construction services to a substantive part of the PBS Northwest/Arctic Region, directly supporting the geographically remote Field Offices.
Serves as a senior technical advisor to the Field Office Managers, Branch Chiefs, Division Directors and PBS Regional Commissioner and regional management officials.
Determines the most efficient and economical manner by which to accomplish assigned workload, establishes priorities, and provides positive direction to subordinates on goal attainment and methodology.
Oversees and coordinates the successful operations of the Acquisition staff which is responsible for performing duties involving the full range of pre and post-award contracting for the various PBS field offices and the full range of building and construction support and services needed to deliver customer workspace requirements.
Monitors program measures and results. Participates in the development of work measurement systems on a regional level and as requested, communicates national procurement initiatives and goals and performance standards to individual employees.
Ensures contracts are closed out in a timely manner (6 months for FFP contracts as indicated in the Federal Acquisition Regulation) and CPARS are completed within 120 days of contract completion and that contracts are distributed to finance immediately upon Contracting Officer signature.

The GS-13 salary range starts at $116,811 for Anchorage, AK; $103,409 for Boise, ID; $111,234 for Portland, OR; $103,728 for Spokane, WA; $115,793 for Seattle and Tacoma, WA per year.
You must meet the requirements in 1, 2, or 3 below:
1. All of a, b, and c below:(a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
Specialized experience is one year of experience equivalent to the GS-12 in the Federal service.
Specialized experience is is progressively responsible experience in performing the full range of pre-award and/or post award activities utilizing various types of contracts such as fixed price, various cost types, requirements, performance based and multiple award schedules) and evidence of professional potential, business acumen, and drive for results, relationship building, and self-motivation in order to procure a variety of complex or specialized products and/or services; OR experience requiring sufficient knowledge of contracting regulations, policies, and procedures and an organization's program and technical requirements in order to conduct reviews of contracts or contracting actions, recommend or plan improvements to an organization's procurement program.
