The primary purpose of this position, SHEET METAL MECHANIC (AIRCRAFT) WORKER, WG-3806-08 target 11, is to develop templates for, or layout, construct, assemble, and install unconventional, one-of-a-kind aircraft sheet metal items, systems, or apparatus. DUTY TITLE: AIRCRAFT SHEET METAL/PLASTIC FABRICATOR MECHANIC

Duties

Plan and lay out work with a minimum of accompanying information, to fabricate, manufacture, assemble, and install unconventional, one-of-a-kind aircraft sheet metal items for a one-time project or in support of experimental or testing activities. Modify aircraft frame segments, such as metal structural members and reinforcements. Plan, lay out, manufacture, modify and/or repair a variety of aircraft parts, components and forming aids consisting of transparent plastics, plastic silicone, and rubber compounds, fiberglass mat and solid laminates, metal and fiberglass bonded honeycomb, composites and wood materials. Use and maintain tools. Utilize safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. TARGETED POSITION: This position is a developmental WG-08 Target WG-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (WG-08). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3800 Metal Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability To Do The Work Of The Position Without More Than Normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Equipment, Structure, Materials, etc. (includes constructing repair, and forging Ability to Interpret Instructions, Specifications, etc. (includes blueprint reading) Layout and Pattern Development (includes Geometric Projection and Triangulation) Ability to Use Hand Tools, Power Tools, etc., for Metal Work Dexterity (Assembly Disassembly Reassembly etc.) PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHSICAL DEMANDS: Work encompasses strenuous physical exertion when bending and shaping the more complex items in handling larger and bulkier items. Physical exertion is moderate and includes prolonged standing; climbing up and down ladders and scaffolding; working in cramped and awkward positions while installing items; and reaching, lifting, and bending while using hand and powered tools. Weight lifted seldom exceeds 50 pounds. WORK ENVIRONMENT: Works both inside and outside and is subjected to a moderate amount of noise and vibration from shop machines and toa variety of weather conditions. Can be tasked to go TDY anytime during the reporting period, this includes seminars, school and/or training purposes. Incumbent is exposed to oils which may cause skin irritation, dermatitis or allergy. Subject to eye injury, electrical shock, broken bones, burns and cuts from shop equipment, metal and various chemicals and falls from maintenance stands. May have exposure to chemical fumes and heat. May be exposed to high noise levels. Work is performed in paint facilities or multiple environment situation either indoors or outdoors. Danger of falling from aircraft and work stands. Exposed to hazards of breathing fumes, subject to skin irritation, cuts and bruises. Must wear safety equipment and required personal protective equipment (PPE). Subject to cuts, bruises, falls, and burns. Required to wear safety glasses when performing eye hazardous operations.
