The primary purpose of this position is to manage and oversee the daily activities of the air terminal, personal property, and passenger travel functions in support of units subject to deployment and operational missions and ensure cargo is promptly and safely processed, loaded and offloaded from aircraft.

Duties

Plans, organizes, and oversees the activities of the Air Terminal, Personal Property and Passenger Travel sections, ensuring all passenger travel, household goods and cargo operations complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Represents Air Terminal, Personal Property, and Passenger Travel Section with a variety of installation and functional area organizations. Manages internal and external projects to implementing transportation management plans, programs, policies, procedures, transportation management systems, and techniques incident to the worldwide shipment and storage of household goods and manages the deployment/cargo preparation training program for air terminal and wing personnel.

Qualifications

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-4 or equivalent in the Federal Service. Specialized experience must include actively contributes as a team member/leader; provides insight and recommends changes or solutions to problems. Identifies and pursues individual/team development opportunities. Achieves and maintains qualification and certification requirements. Proactively guides, coordinates, and consults with others to accomplish projects, assuming ownership of personal processes and products. Identifies, analyzes, and resolves complex/difficult problems. Adapts existing plans and techniques to accomplish complex projects/programs. Recommends improvements to the design or operation of systems, equipment, or processes. Plans and conducts functional technical activities for projects/programs. OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of transcripts. OR Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of the full range of transportation operations, systems, policies, practices, instructions, procedures, techniques; to include knowledge of air terminal operations, personal property movement, personal property entitlements, carrier industry practices, international, state, and local laws, and operations for shipping and storage within the transportation function. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Skills in communicating effectively, both orally and in writing. Knowledge of proper handling and transportation restrictions for sensitive and hazardous cargo; skill in entering into contracting arrangements including development of statements of work, source selection plans, and proposal analysis reports for the procurement of passenger travel, cargo movement, and personal property movement/storage services. Knowledge of aircraft load planning, and load compatibility with both civil and military transport aircraft and surface terminal operations. Skill in fact-finding, problem analysis, problem resolutions, and development of solid action plans to resolve problems. Knowledge of key logistics, transportation, management indicators, statistical methods, compliance analysis metrics, data collection, tread analysis used to determine transportation effectiveness with a wide range of complex issues involved. Knowledge of total quality management methodology, tools, and techniques. The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for this position. Vehicles may include driving a forklift, K-Loaders (A/C Loader), A/C Staircase Truck, and up to a two-ton truck. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
