The Supervisory Consumer Safety Officer (SCSO) serves in a regulatory program including inspection and enforcement and is responsible for managing, coordinating, and directing food safety assessments and other verification activities of subordinate CSO's throughout the Denver District.

Duties

Participates with the District Manager and Deputies in the formulation of operational policies, procedures and programs including long-range goals and priorities for program verification activities within the district. Supervises and coordinates assessment of the plant’s design of their control systems and overall food safety assessment (FSA) of product considering all food safety aspects from farm to table. Analyzes and reviews reports and data to evaluate compliance with HACCP and other regulatory requirements, ensuring that inspection resources are appropriately focused on food safety priorities. Reviews reports of investigative findings and makes final recommendations to the District Office regarding determinations and what type of enforcement actions are necessary. Determines the adequacy and accessibility of resources and information to enable direct reports to function together as part of a cohesive food safety team. Adjusts work activities and schedules of direct reports’ changing priorities. Supervises and manages the collection of information and records regarding potential adulterated or misbranded products at issue and prepares Agency's official response. Assures accurate and timely information is provided to District management. Supervise complex inquiries associated with in-plant administrative or civil enforcement matters. Reviews evidence and develops testimony to support Agency enforcement actions. Reviews investigative findings and makes final recommendations.

Qualifications

Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below: Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration at the GS-13 grade level.) Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates: Independent and regular responsibility for verifying safety systems for the production of products intended for consumption (e.g. food, pharmaceuticals, drinking water, biological specimens, etc.). In addition, your experience may come from food processing, manufacturing practices, statistical process control, microbiological testing, laboratory analytical procedures, and/or other technical areas that might affect food safety. Education

Please Note: The Consumer Safety Officer Educational Qualifications letter and worksheets previously issued to FSIS employees do not meet the requirement to submit copies of transcripts for this announcement. USDA Policy is to require copies of transcripts from all applicants for positions with a positive educational requirement. USDA Policy supersedes previous FSIS policy in this regard; please submit copies of your transcripts. You may include the FSIS letter or worksheet with copies of your transcripts to assist in highlighting your qualifying coursework. In order to meet the basic educational requirements for the GS-0696 series, applicants must have:
  1. A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work.
  2. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.
OR
  1. Combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.
Note: Copies of transcripts are required for this announcement; the CSO letters and worksheets previously issued to FSIS employees that documented meeting CSO educational requirements is not sufficient alone to document education; USDA policy requires copies of transcripts for this position.
