The primary purpose of this position is to: provide support for the engineering & integration of key multi-year acquisitions of software & hardware capabilities to enable highly specialized scientific & technical intelligence analysis support for creating integrated predictive intelligence, enabling military operations, force modernization, & policy making.

Duties
DUTY 1: Plans, organizes, and performs engineering activities to determine the intelligence needs of stakeholders in the design and acquisition of analytical capability development and/or sustainment.
DUTY 2: Performs engineering technical management and oversight.
DUTY 3: Supports all program management, acquisition, programming, and budgetary activities.
DUTY 4: Accomplishes professional development and maintains technical proficiency.

- This position is acquisition coded Engineering and Technical Management (Practitioner), must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act no later than 48 months after accepting the position.
- An engineering degree at the bachelor’s level from an institution with ABET accredited program in (specific discipline of position/see below) or a closely related field is highly desired.
- May be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Prolonged periods of sitting, reading and intense data analysis are typical.
- This position is subject to provisions of the DoD Priority Placement Program.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System. The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management Qualification Standards for General Schedule Positions, Professional & Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: General Engineering Standards 0801
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of physical and mathematical sciences underlying engineering, (2) a good understanding, of engineering sciences techniques and applications to one of branches of engineering.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles and practices in a professional or administrative occupation, would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; and/or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of a broad range of multi-disciplinary engineering concepts, principles, standards, methods, techniques, practices and procedures to solve complex problems, provide expert advice and present innovative recommendations to colleagues and management for advancing acquisition programs, methods and other areas of responsibility. Comprehensive knowledge of Geospatial Intelligence (GEOINT) data processing, electrical engineering, and analysis and skill in applying knowledge to the development of new methods, approaches or procedures.
2. Knowledge of NASIC, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s); knowledge of administrative aspects of projects, e.g., procurement policies, preparation of work statements and development plans, and cost estimating; knowledge of program management, contract management, financial management and mission/functions; and knowledge of scientific planning techniques sufficient to provide complete engineering system plans to ensure resources are invested properly.
3. Knowledge of the mission, role, function, organizational structure, and operation of the DoD, Air Force, and the
Intelligence Community, their communication and information infrastructures and organizations; and in-depth knowledge of intelligence processes to make informed technical management decisions.
4. Skill in project planning, project management, and time management to effectively execute the technical goals and requirements of teams and acquisition projects; and skill and skill/ability of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, costs, etc.
5. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgement, experience, and recognized professional standing; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and senior US/foreign mission partners.
6. Ability to apply system engineering knowledge, methodologies, principles, and concepts to accurately define technical requirements in support of acquisition efforts in analytical capability development and sustainment. Ability to make decisions in many areas of uncertainty in approach, methodology, or interpreting results from constant program changes, technological developments, or conflicting requirements; ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. This position is covered by the Defense Civilian Intelligence Personnel System, and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and requires periodic urinalysis testing. Failure to comply with requirements, will subject the incumbent of this position to reassignment, disciplinary, including demotion or removal.
2. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information, other intelligence-related Special Sensitive information/involvement in Top Secret Special Access Programs to fully perform duties and responsibilities of the position. A non-disclosure agreement must be signed.
3. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
