The primary purpose of this position is to serve as a Foreign Military Sales (FMS) logistics management specialist in support of FMS items or systems moving to, from, or through a Department of Defense (DoD) controlled Aerial Port.
Duties
As a Foreign Military Sales (FMS) movement coordinator/technical expert, manage, coordinate, and direct logistics management support for FMS cargo movement and case execution for one or more countries.
Programs the movement of all FMS cargo to include special cargo involving dangerous/hazardous materials, general cargo, and high priority cargo into/out of the aerial port for expeditious movement to its final destination.
Provides Quality Control and inspects cargo pallets for weight or piece discrepancies and suitability for military or commercial aircraft.
Participates in meetings, makes presentations, and prepares correspondence highlighting problems, alternatives, and proposed or final solutions.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position and must be able to pass a flight line test.

- Must obtain qualifications and remain current as a certified aircraft Load Planner/Inspector for numerous types of military aircraft within one year.
- Must re-qualify as Hazardous Cargo inspector and as a Load Planner/Inspector IAW published guidelines and instructions.

Continued Conditions of Employment
Must be hazardous cargo inspector qualified IAW AFMAN 24-204, Preparing Hazardous Materials for Military Air Shipment. The incumbent has one year from date of entry on duty to become qualified. The Government will fund one opportunity to become qualified. If the incumbent fails to qualify on the first attempt, additional attempts will be at his/her expense.
Incumbent must have the physical ability to inspect and coordinate movement of cargo on train load stands/hi- lines and on K-Loaders.
Position requires lifting and carrying items up to 70 lbs.
Ability to climb, using both arms and legs.
Must be able to meet and pass established hearing standards and discern colors, contrast and depth.
Employee must be able to communicate effectively in English, both orally and in writing.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of logistics management operations and Air Force air transportation/logistics concepts, principles, practices, procedures, regulations, and laws. Work requires considerable skill in applying and integrating this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems. Knowledge of theories and principles of logistics management and FMS planning and execution, and FMS logistics support requirements and Acquisition Cross Servicing Agreement (ACSA) processing procedures to provide cargo movement technical support activities/coordination. Knowledge of the Department of Defense (DoD) Security Assistance Program (SAP) and the responsibility for ensuring compliance in accordance with existing policy. Mastery of the theories and principles of logistics management through all project phases, and the Foreign Military Sales process, as well as transport aircraft and related load characteristics. Knowledge of hazardous and/or explosive cargo movement procedures and compatibility. Skill in verbal and written communication sufficient to develop new policy and procedural guidance and prepare and deliver briefings.

EDUCATION: Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of air transportation and traffic management concepts, policies, principles, and methodology to manage and direct Security Cooperation Program (SCP)/FMS Cargo movement air terminal activities.
Knowledge of theories and principles of Foreign Military Sales development and execution, and the Security Assistance Program and policy.
Extensive knowledge and understanding of Delivery Term Codes, Title transfer, MILSTRIP data, NOA's, cargo receipt, storage, special handling, loading/offloading equipment, transportation inspection processes and procedures to include sensitive, hazardous, and/or explosive cargo movement procedures and compatibility relevant to the movement of FMS cargo.
Ability to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
Skill in load planning various types and sizes of cargo that can be transported by foreign military and commercial aircraft.
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
