THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a AIRFIELD MANAGER, Position Description Number T5797000 and is part of the CO 140 OSS, National Guard.

Duties

The primary purpose of this position is: To serve as Airfield Manager, providing oversight of the Airfield Management and Transient Aircraft Servicing function; To provide aircrew pre-flight, enroute, and post-flight services similar to a Federal Aviation Administration Flight Service Station (FSS); coordinate and maintain liaison with military, federal, international, and local agencies concerning flight planning, training route utilization, flight movement messages, search/rescue operations, and base contingency/operational plans; and conduct airfield inspections/checks to ensure adherence to airfield standards. Plans, organizes, and oversees the activities of the Airfield Management/Base Operations and Transient Aircraft servicing. Oversees maintenance and operation of the airfield to ensure compliance with all applicable safety regulations. Represents the installation for all airfield management matters at various conferences, meetings, and one-on-one dealings with local officials, other DoD components, and other Federal and State organizations concerning management and use of the airfield. Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Performs planning activities for Air Traffic Control services. Program Manager for Master Cooperative Agreement Appendix 26. Performs other duties as assigned.

Requirements

  • Must poses a Flight line driver's license.
  • SECRET security clearance required.
  • May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises.

Qualifications

You will be immediately disqualified if you fail to include experience in your resume. Must have Experience in each of the following: 1. Do you have knowledge or experience in flight service tasks? Plan, organize, and oversee the activities of the Airfield Management/Base Operations and Transient Aircraft servicing. Develop and direct the implementation of short and long term operational plans, policies, and procedures of base operations activities and airfield facilities essential to flight safety and flight operations. Develop policies concerned with the establishment and improvement of airfield support activities and Airfield Management/Base Operations procedures. Research, interpret, analyze, and apply DOD, Air Force, Federal Aviation Administration (FAA), and International Civil Aeronautical Organization (ICAO) rules and directives. Establish, revise, or review policies, procedures, mission objectives, and organization design for airfield management and flight services activities, ensuring that flying mission and/or flight safety is not compromised. Develop procedures to notify proper agencies when an aircraft carrying hazardous cargo or requiring customs inspection is arriving at or departing from the base. 2. Do you have knowledge or experience in the following? Oversee maintenance and operation of the airfield to ensure compliance with all applicable safety regulations. Responsible to open or close the airfield to air traffic after determining safe or unsafe operating conditions exist, based on knowledge of aircraft configurations and maneuvering capabilities. Responsible for airfield construction projects including runways, taxiways, aircraft parking ramps, lighting systems, etc. Plan, inspect, and direct airfield improvements, repairs, and continuing operations. Provides advice and assistance in such activities as airfield surface repair and painting programs and their work crews. Provide guidance and coordination in emergency situations on the airfield. Work closely with host and tenant Civil Engineers in all phases of programmed airfield construction. Provides staff assistance in all facets of airfield inspections and determines actions to be taken. Coordinates with Civil Engineers to ensure airfield repair and maintenance are properly accomplished. Accepts or rejects completed work based on thorough knowledge of airfield maintenance and safety standards. Responsible for identifying requirements for both major and minor airfield improvement projects. Coordinates with Civil Engineers to ensure timely, efficient, and effective snow removal operations. 3. Do you have knowledge or experience in the following? Represent the installation for all airfield management matters at various conferences, meetings, and one-on-one dealings with local officials, other DoD components, and other Federal and State organizations concerning management and use of the airfield. Serve as a member and is responsible for conducting regular Airfield Operations Board meetings. Serve as a member of the Bird Aircraft Strike Hazard (BASH) working group and host unit Integrated Natural Resource planning group. Establish, develop, and maintain effective working relationship with local state agency control tower operations and personnel at the installation, FAA personnel at Approach Control, Air Route Traffic Control Center (ARTCC), and other local ATC facilities. 4. Do you have knowledge or experience in the following? Represent the installation for all airfield management matters at various conferences, meetings, and one-on-one dealings with local officials, other DoD components, and other Federal and State organizations concerning management and use of the airfield. Serve as a member and is responsible for conducting regular Airfield Operations Board meetings. Serve as a member of the Bird Aircraft Strike Hazard (BASH) working group and host unit Integrated Natural Resource planning group. Establish, develop, and maintain effective working relationship with local state agency control tower operations and personnel at the installation, FAA personnel at Approach Control, Air Route Traffic Control Center (ARTCC), and other local ATC facilities. 5. Do you have knowledge or experience in the following? Perform planning activities for Air Traffic Control services. Act as fiscal resource advisor for Air Traffic Services. Coordinate with installation host air base for maintenance of all airfield navigational aids to ensure safe and uninterrupted airfield operations. Custodian for all government equipment associated with Air Traffic Control operations.
