Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must successfully complete all required military technical schools and maintain all skill development training to develop competence levels to include civilian and professional military education requirements.
  • Must not have any disciplinary action (Article 15 or Court-martial) on military records for engaging in an unprofessional or inappropriate relationship as defined in applicable DoDI concerning Army/Air Force Prof and Unprofessional Relationships.

Qualifications

IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 4 = Enlisted prior members of the Puerto Rico Army National Guard. Area 6 = Applicants who meet all requirements to become member of the Puerto Rico Army National Guard. DUTIES: As a ASSISTANT INSPECTOR GENERAL (D1011P01), GS-1801-9, you will inquire into and periodically report to the State Adjutant General on the readiness, discipline, efficiency, economy, and morale of military and civilian personnel, equipment, and associated management systems within the command. This position includes performance of the following functions: training and teaching, assistance, investigations, and inspections. Additionally, it includes maintenance of a dedicated fully automated Inspector General database involving computer skills to support State, National Guard Bureau, and Department of the Army trend analysis. PHYSICAL DEMANDS: The work is primarily sedentary. WORKING ENVIRONMENT: The work is normally conducted within a typical office setting but may require travel to other reserve centers to perform inspector general functions. GENERAL EXPERIENCE: All series personnel must be competent at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: The applicant must possess at least ONE (1) year at the next lower level GS-07 or TWENTY FOUR (24) months of specialized experience that prepared the applicant to successfully perform or supervise duties such as conducting general, special, or follow-up Inspector General Inspections; developing solutions and recommends assignment of responsibility; serving as proponent of the State Organizational Inspection Program; assisting unit commanders in OIP implementation; conducting assistance, inquiries, or inspections into special functional areas as directed by regulatory guidance or the Adjutant General; conducting inquiries, investigative inquiries, and assists the Inspector General in the conduct of formal investigations; conducting informal and formal interviews of complainants, witnesses, subjects, and suspects; ensuring interviewees are versed on rights and "non-rights"; protecting the confidentiality of sources and best interests of the State Command and Army/Air National Guard; maintains restricted files, and ensures compliance with existing regulations; completing inquiries and providing sound judgment on substantiation of allegations; providing the Adjutant General with a formal written response; assessing unit training and providing confidential observations on unit performance; performing assessment criteria including knowledge, proficiency and understanding; implementing the Inspector General Action Request System; receiving complaints, allegations, or requests for assistance; researching regulatory guidance, DOD Directives, policy memorandums, internal standard operating procedures, and DOD ethical guidance; conducting preliminary analysis, establishing a case file and follow-up action on referred cases.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Education achievements are allowed as some substitution for specialized experiences in the six program positions of Series GS-1801, General Inspection, Investigation, Enforcement, and Compliance.
