Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Tucson Sector Headquarters, Mission Readiness Operations Division in Nogales, AZ.
Duties
This position allows you to use your knowledge and experience to assist with overseeing automotive maintenance and repair including a full range of operational and administrative functions.
This position starts at an hourly rate of $31.49 (WL-10, Step 1) to $36.76 (WL-10, Step 5).
The Automotive Mechanic Leader plans, schedules, directs and supervises the work performed by Automotive and Heavy Mobile Equipment Mechanics, Workers and Helpers, Tools and Parts Attendants, Transportation Assistants and Student Aids; assisting in coordinating training of subordinates, enforcing disciplinary and safety regulations, review of completed work and maintaining housekeeping. Duties and responsibilities include:
Assisting the Automotive Mechanic Supervisor in accomplishing the maintenance, repair, and/or complete overhaul of various types of government-owned vehicles.
Providing recommendations and giving technical advice on automotive repairs.
Reporting the status and progress of work, including servicing and repair needs, equipment needs, and condition of equipment.
Planning, assigning, directing, and reviewing work of non-supervisory employees in the same or related occupations.
Providing on the job training for subordinate employees.
Qualifications
Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
To minimally qualify for the WL-10 grade level, you must meet the Screen-Out Elements:
Ability to do the work of the position without more than normal supervision.

Ability to instruct
Ability to Lead or Supervise
To meet Screen-Out Elements, you should have experience performing the following duties:
Knowledge of equipment, assembly, installation, repair, etc.
Technical practices (theoretical, precise, artistic)
Use of measuring instruments
Ability to interpret instructions, specifications, etc.
Ability to use and maintain tools and equipment.
Troubleshooting
Failure to meet these Screen-Out Elements will result in an ineligible rating.
In addition to the experience described above, you will be evaluated on the basis of your overall level of competency (knowledge, skills, and abilities) in the following areas:
Ability to provide mechanics, helpers and student aides with guidance, technical assistance and advise to determine the cause of vehicle malfunctions and repairing equipment;
Ability to program on-the-job training and orientation for mechanics, helpers and student aides;
Knowledge of vehicle electric and ignition systems; fuel systems; emission control systems; internal engine components; cooling systems; and engine lubrication systems;
Knowledge of vehicle HVAC systems; power train systems; suspension and steering systems; and braking systems;
Ability to use technical reference materials; troubleshooting and diagnosing malfunctions; using test equipment;
Ability to make major and minor repairs; and prepare and maintain necessary paperwork;
Knowledge of OSHA requirements; the use, dangers, handling, storage and disposal of hazardous materials and waste.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/22/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
