Facilities Management and Security Services Operations East
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Operations & Maintenance Duties: Responsible for the daily operations and maintenance program of major building infrastructure components including, but not limited to, mechanical and electrical systems, life safety systems, elevators/escalators, Uninterruptible Power Systems (UPS), cooling tower chemical treatments, plumbing systems, lighting control systems, lawn irrigation systems, decorative fountains, and architectural systems such as the roof, windows, flooring systems, doors, site drainage systems and parking lot surfaces, technical knowledge is required to minimize customer impact. Consults with managers to identify/define customer needs and requirements relative to building operations and maintenance and responds to emergency building situations.
Construction Management Duties: Prepares statements of work, assists in the development of construction drawings and government cost estimates for building infrastructure retrofit and repair projects. Maintains files of construction drawings, specifications manuals, samples catalogs, etc. On assigned projects, accepts/rejects contractor submittals. Maintains project files. Reviews construction drawings and specifications prepared by architects, engineers and consultants and provides comments, as required. Makes detailed inspections of work in progress, develops punch lists, meets with contractor project managers and/or GSA on progress reviews. Develops and monitors project budget. Initiates progress and final payments, as warranted. Coordinates construction projects with other related REFM functions and building customers. Provides formal presentations to management as needed or requested. Consults and coordinates with REFM HQ Buildings Delegation staff when alterations/construction involves work performed under the terms of the O&M contract for delegated sites and/or with GSA on building delegation programs and construction management progress reviews.
Contracting Officer's Technical Representative (COTR) Duties: Acts as COTR on one or more alterations/construction contracts. Closely follows Procurement-initiated COTR guidelines on working with contractors. Obtains and maintains COTR certification, by completing courses timely. Maintains professional relationship with contractors. Initiates funding requests, writes the technical contract Statement of Work and Quality Assurance Surveillance Plan (QASP), prepares the Government Cost Estimate, works closely with the Contracting Officer throughout the solicitation process, develops and monitors timelines/milestones, leads or participates on contract technical proposal evaluation panels and prepares supporting documentation for decisions reached, and coordinates the phase in and closeout of contracts. On an on-going basis: initiates monthly automated receiving reports; budgets for and tracks available funding; monitors contractor performance, milestones and schedules to ensure O&M work is on-schedule; instructs government inspectors on QASP; reviews inspector-prepared QASP documentation of contractor performance; reviews and accepts/rejects contractor reports; makes personal inspections of services provided and building conditions; ensures contract employees have proper licenses, security clearances and certifications; and meets with various contractors and Contracting Officers to resolve problems. Prepares and maintains contract documentation. Provides formal presentations to management as needed or requested. Assists the Contracting Officer in any formal disputes with the contractor. May be required to serve as a liaison with the IRS environmental program.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience using the concepts, practices, regulations, policies, and precedents associated with one or more major building management systems and equipment (e.g., operations and maintenance, alterations/construction projects) in order to provide authoritative technical and consultative services on complex and interrelated problems, issues, and contracts. Experience with the IRS mission and organizational structure, along with the functional cultures of the business units sufficient to accurately assess customer needs/requirements and to evaluate the effectiveness of services provided. Experience using various automated systems and software programs such as: Employee Resource Center, Computerized Maintenance Management System/Information System, Energy Management System, Uninterruptible Power Systems, Lighting control system, lawn irrigation systems, Automated Financial System, Requisition Tracking System, Travel System, MS Word, MS Excel, MS Outlook, etc., in order to manage and carry out various program assignments. Experience with various external/internal regulations, policies, and standards such as: NEC (National Electrical Code), ASHRAE (American Society of Heating, Refrigeration and Air-conditioning Engineers), DOE/FEMP(Department of Energy/Federal Energy Management Program), Executive Orders on management of energy, water and recycling, state and local pesticide/herbicide regulations, FDA and local health department regulations for proper food sanitation procedures, hazardous waste disposal guidelines, state requirements for testing and certification of pressure vessels, elevators and escalators, CFR (Code of Federal Regulations), MSDS (Material Safety Data Sheets), ADA (Americans with Disabilities Act), OSHA (Occupational Safety and Health Act), NFPA (National Fire Protection Association), air quality, FMR (Federal Management Regulations), and procurement regulations sufficient to ensure actions, advice and guidance complies with established rules and laws. Experience with infrastructure systems such as various mechanical (air handling units, HVAC, boilers), electrical, plumbing, lighting, life safety and architectural systems, as well as building trades in order to monitor schedules, identify problem areas, and accept/reject necessary repairs and upgrades to maintain a federal building. Knowledge of Service Contract and Davis Bacon Acts as they relate to construction contracting. Experience with oral and written techniques in order to prepare reports/documents/technical contract specifications, conduct/facilitate formal or informal meetings, identify, and resolve problems, and to formulate/articulate policies and viewpoints to management, executives, employees, union officials, Contracting Officers, contractors and other persons both within and outside the organization. Experience using analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and develop new/modified work methods and approaches to resolve complex interrelated support services problems and issues. Experience using project management techniques sufficient to plan, control, execute, monitor, and evaluate work assignments or special projects. Experience with contract administration sufficient to interpret and monitor established formal contracts, identify problem areas/trends, recommend modifications and/or adjustments to increase efficiency and effectiveness, and to ensure contract terms and conditions are met. Experience using a wide range of automation systems and databases sufficient to research and obtain up-to-date information, initiate, and track multiple work assignments/projects, monitor various budget/financial systems and programs, and to generate/issue reports, memoranda, and a variety of other documents.
