The VA San Diego Healthcare System is recruiting for an Administrative Support Assistant. The incumbent will serve under the direct supervision of the Administrative Officer and/or Assistant Chief of Engineering Service.
Duties
As an Administrative Support Assistant, you will provide technical and administrative support services for Engineering Service. Duties include, but are not limited to the following:
Work Order Analysis/Reports and utilization of AbovePar software interface.
2237 input in Vista for maintenance and operations service contracts.
Answering incoming trouble call request from clinical staff and routing work to specific shops.
Knowledge of medical sub-specialties, departments, directional values/maps/ blueprints of the hospital.
Knowledge of budget procedures and ability to analyze data
Conducts detailed analyses of complex function and work processes
Obtains and analyzes data for equipment requests
Collects the necessary data to establish the facts and take or recommend action
Serves as purchase card holder
Serves as timekeeper
Conduct annual equipment inventory
Presents findings and recommendations and negotiating solutions to disputed recommendations
Provides ongoing training and assistance to new and incumbent personnel regarding office policies and procedures
Negotiates and advises managers at all levels concerning improvements in services provided
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
There is no time-in-grade requirement for the GS-05 grade.
For a GS-06 position you must have served 52 weeks at the GS-05 in the federal service.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of budget procedures to compile, organize, and maintain an accurate budget; knowledge of the structure of appropriation accounts, object classes, and line items of the service's program and budget to identify and crosscheck the accuracy of estimates; knowledge of requisition procedures to maintain supply levels; and knowledge of major issues, program goals and objectives, work processes, and administrative operation of an organization.

GS-05 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school in any field. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. (Transcripts must be submitted if qualifying for the position using education.)

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school to qualify at the GS-05 level.

GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the federal service. Examples of specialized experience would typically include, but are not limited to: administer budget for several fund control points, provide all essential data for the annual budget forecast, maintain budget control records and ensure that funds are used appropriately, advise management on resource utilization and workload projections, train and assist personnel on office policies and procedures, draft operating procedures from development to implementation, review and revise current clerical procedures, serve as acquisition agent by purchasing supplies and equipment via various purchasing methods, and conduct annual inventory of equipment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is classified as 35-40 hours of work per week. Part-time experience will be credited based on time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Typically, the employee can be expected to sit at a desk or table with walking and standing throughout the day. Items such as boxes of office supplies and office equipment parts are carried from delivery carts for placement on shelves. Lifting of mild to moderate heavy objects such as boxes of printer paper is routine.
