DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Duties

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Pacific OCS Region, Office of the Environment located in Camarillo, CA. This position is being advertised as both location negotiable after selection and with a duty station(s) of Camarillo, CA with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval". At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Serves as project team leader for implementation and interpretation of environmental laws and regulations. Serves as representative for the Pacific OCS Region to assesses the adequacy of compliance with environmental laws and regulations. Identifies and assesses relevant data and information concerning the potential environmental impacts of OCS activities. Independently plans, develops, and implements procurements of environmental studies and procurements important to the Pacific Region and manages contractual agreements as a Contracting Officer's Representative. Independently prepares environmental and decision documents for various OCS programs, rulemaking, or activities. Prepares and reviews environmental documents that integrate state-of-the-art methods, scientific understanding, legal requirements, and Departmental and BOEM policies. Represents the Bureau of Ocean Energy Management to communicate environmental, regulatory, or research issues. Salary Information GS-11 RUS $72,553 - $94,317 GS-12 RUS $86,962 - $113,047 GS-13 RUS $103,409 - 134,435 GS-11 Camarillo, CA $84,366- $109,673 GS-12 Camarillo, CA $101,121 - $131,452 GS-13 Camarillo, CA $120,246 - $156,323 First time hires to the Federal government normally start at the lower salary range of the grade level. Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. SUBMISSION OF TRANSCRIPTS IS REQUIRED. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience GS-11 To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: MUST MEET ALL Providing input into the development of technical or scientific analyses related to at least one or more of the following: marine mammals, sea turtles, marine fisheries, or coastal and marine habitat ecology. Writing on technical matters in clear, non-technical language. Applicants can substitute education for specialized experience at the GS-11 level if they meet the criteria described below: Ph. D. or equivalent doctoral degree OR Three (3) full of progressively higher level graduate education leading to such a degree OR LL.M., if related Please Note: You MUST submit a copy of your unofficial or official transcripts to verify that you meet the education requirement defined above. GS-13 To qualify for the GS-13 you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: MUST MEET ALL Providing input into the development of technical or scientific analyses related to one or more of the following: marine mammals, sea turtles, marine fisheries, or coastal and marine habitat ecology. Writing and presenting on technical matters in clear, non-technical language. Conducting analyses or preparing documentation for one or more of the following: marine fisheries, marine mammals, sea turtles or coastal and marine habitats under the National Environmental Policy Act and/or the Endangered Species Act or Magnuson-Stevens Act; and Facilitating or directing a multidisciplinary team related to marine fisheries, and/or marine mammal and/or sea turtle biology, and/or coastal and marine habitat ecology. Please Note: At the GS-12 and GS-13 levels, education cannot be used as a substitute for specialized experience.
