The Supervisory Pharmacist is responsible for the daily professional and administrative operations of the Outpatient Pharmacy at the VA Mather AFB Health Care System (VANCHCS). The supervisor directly manages activities of the outpatient pharmacy to include staffing as needed for dispensing, verifying, and processing orders. Supervises pharmacy technicians, outpatient clinical staff pharmacists, and clinical pharmacy specialists.

Serves as supervisor for the outpatient pharmacy. A wide range of clinical services are offered to veterans within VA Northern California Health Care System (VANCHCS), including Primary Care, Ambulatory· Surgery, Subspecialty Clinics in Medicine and Surgery, and Psychiatry/Day Hospital/Substance Abuse Treatment. The supervisor directly manages activities of the outpatient pharmacy which includes staffing the outpatient as needed from dispensing, verifying, and processing orders. They supervises pharmacy technicians, outpatient clinical staff pharmacists, and clinical pharmacy specialists. The Supervisor will be responsible for any tasks or duties assigned by the associate chief.
Responsibilities include but are not limited to the following:
Provides consultation to other practitioners regarding pharmaceutical services and drug information. Helps Pharmacy staff, when required, in obtaining needed information in order to problem solve.
Helps and supports Pharmacy staff in counseling patients with problems regarding medications and VA policies in obtaining medications, in addition to basic patient counseling. Medication counseling utilizes the Indian Health Service model of open-ended questions.
Serves as drug therapeutic consultant to the medical and nursing staff. This function includes educating fellow Primary Care Team members in aspects of rational, cost-effective drug therapy prescribing and new therapeutic agents.
Support any vaccination efforts as assigned.
Properly cross train all staff in the various duties that are essential to successfully provide pharmacy service to the veterans as well as to the clinic staff.
Provides remote support to other Community Based Outpatient Clinics (CBOCs).
Ensures proper orientation of new employees, students, residents, volunteers, and visitors.
Acts as clinical supervisor for pharmacy students or technician trainees.
Identifies appropriate opportunities for staff continuing education/ development and training with respect to Pharmacy Service and personal goals. Including support/staffing for decentralized or other clinical roles for staff pharmacist.
Work Schedule: Monday - Friday, 8:30 am to 5:00 pm

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education.
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy).
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).

Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
Exception. Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a pharmacist that provides care under the supervision of a licensed pharmacist. For grade levels above the GS-11, the candidate must be licensed. Please note that this position is at the GS-13 level only.
Grandfathering Provision. VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
Grade Determinations: In addition to the basic requirements for employment stated above, the following criteria must be met.
Creditable Experience
Knowledge of Professional Pharmacy Practices. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board.
Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-foryear basis. The pharmacy residency program must be accredited by the American Society of HealthSystem Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination).
Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level. Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination.
Part-time Experience. Part-time experience as a professional pharmacist is credited according to its relationship to the full-time workweek. For example, a pharmacist employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.
Grade Determinations: In addition to the basic requirements for employment stated above, the following criteria must be met when determining the grade of candidates.
GS-13 Supervisor Pharmacist
Experience. In addition to the basic requirements, candidates must meet the following:
One year of experience equivalent to the next lower grade level, (GS-12).
Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs):
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.
Preferred Experience: Minimum 5 Years of experience.

The full performance level of this vacancy is GS-13. Selection will be made at the GS-13 level.
Physical Requirements: The position requires visual and auditory acuity at a level to provide safe and effective care. Use and function of all normal motor and sensory anatomy for provision of patient care, reading, writing, listening, observing/seeing, heavy lifting, bending, pulling, pushing, stooping, squatting, walking, standing, use of fine motor muscles. Must be able to sit for 3 hours, stand for 3 hours, and walk for 1 hour. The position also requires ability to work on computers for extended periods of time. Requires use of hands for actions such as typing, simple grasping, fine manipulation, and repetitive actions.
Requires the ability to frequently respond to multiple demands and priorities; emotional intelligence to respond to stressful and/or emergent situations and crises appropriately and calmly; self-care skills to maintain physical, psychological, and emotional health. Heavy lifting of 35 pounds and over, heavy carrying of 35 pounds and over, straight pulling, pushing, reaching above shoulder, use of fingers, both hands required, walking, standing, kneeling, repeated bending, ability for rapid mental and muscular coordination simultaneously. Has potential for exposure to infectious diseases, hazardous waste and chemicals.
