THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an Industrial Hygiene Technician, Position Description Number D0814000 and is part of the 158th Medical Group of the Vermont Air National Guard.

Duties

The purpose of the position is to plan, schedule, execute, manage, and administer the Industrial Hygiene/Bioenvironmental Engineering (IH/BEE) Program, which includes occupational health/industrial hygiene, radiation safety, and environmental monitoring to maintain and promote the health and wellbeing of military and technician personnel. -- Ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and Health (AFOSH) directives. Serves as an advisor concerning OSHA, the Environmental Protection Agency (EPA), the Nuclear Regulatory Commission (NRC), and US Air Force on installation health matters, such as health hazard identification, evaluation and abatement; workplace surveillance; industrial casefile documentation; Issue Exception Codes (IEX); asbestos abatement; lead-based paint; ionizing and non-ionizing radiation; thermoluminescent dosimetry (TLD); air emissions; drinking water; wastewater discharges; hazardous wastes; Agency for Toxic Substances and Disease Registry (ATSDR) activities; pesticide use; environmental noise; environmental assessment; environmental sampling; and other environmental monitoring. -- Surveys, inspects, and evaluates operational facilities and various activities to eliminate health hazards. Determines appropriate survey methods and techniques. Performs no-notice, spot and special inspections of operational facilities and shops when statistical analyses and conditions dictate need; when new equipment is to be installed; and/or when hazardous conditions may exist. Identifies potential physical, biological and chemical health hazards in the workplace; evaluates exposure to workers; and prescribes corrective measures, which can include changing work processes/procedures, adding/modifying ventilation systems, making chemical substitutions, or using personal protective equipment. As necessary, invokes authority to cease any operation due to unhealthy conditions. In the case of serious or acute conditions, chronic illnesses, etc., performs follow-up interviews with the affected or involved employee(s), physician, hospital/clinic, and supervisor(s) to prevent future similar situations. -- Reviews plans for new and existing facilities construction projects. Ensures applicable OSHA, AFOSH, EPA criteria are incorporated, and where deficiencies are noted, recommends appropriate changes to facilities' environments that would assure integration of occupational/environmental health and industrial hygiene controls to prevent adverse health and environmental impact. -- Assesses installation environmental sampling, analysis and monitoring requirements, and performs ambient, source and substance monitoring. Compiles pollution emission inventories to include air, wastewater and hazardous materials/wastes. -- Acts as the installation point of contact and coordinator for ATSDR activities, including assembling and maintaining an inventory of information sources and documents; providing information and advisory services relative to ATSDR health assessments/risk, and prepares related correspondence and reports. -- Directs, implements, and manages the installation AF Hazard Communication Standard as mandated by OSHA. Interprets Material Safety Data Sheet (MSDS) for employees, management and other health professionals, and maintains the base master MSDS file. Interfaces with manufacturers of hazardous materials in order to obtain the most current health hazard information available. Assists in preparing hazardous materials inventories and operating instructions. Provides technical assistance to employees for proper completion of hazardous chemical labeling, and otherwise recommends and assures handling, storage, and disposal of toxic and other hazardous waste in accordance with applicable regulatory directives. -- Authorizes Issue Exception (IEX) Code for hazardous or toxic substances. Researches an item's composition and toxicity, and instructs Base Supply concerning IEX code assignment for substances. Periodically reviews and authenticates master listing of all hazardous or toxic substances used on the installation. -- Monitors the receipt and disposal of radioactive materials. Performs leak tests of incoming and outgoing materials, takes swipe samples of radioactive waste, and documents results. Assists users of radioactive materials to properly prepare required documentation. Approves transfer and shipment of radioactive materials. **REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES**

Requirements

  • In order to be eligible, applicants must have a current military status.
  • This is an excepted service position that requires membership in a compatible military assignment in the Vermont National Guard, required prior to the effective date of placement;
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment;
  • Males born after 31 December 1959 must be registered for Selective Service;
  • Federal employment suitability as determined by a background investigation;
  • Must be able to obtain and maintain the appropriate security clearance of the position;
  • This is an Indefinite tenure appointment.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Participation in direct deposit is mandatory;
  • This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Vermont Air National Guard must be eligible for immediate membership. OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Air National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard. Military Grades: rank individually addressed up to MSgt/E7 GENERAL EXPERIENCE: Experience, education, or training which provided a basic knowledge of principles and practices related to the health care delivery system. SPECIALIZED EXPERIENCE GS-10 - Must have at least 30 months experience, education, or training which provided working knowledge of the principles and practices related to the management of health care delivery systems. Experience with evaluations, surveys, reports of finding, and associated training of others in the areas of risk awareness/assessment and preventative measures. Experience in overseeing an occupational health and environmental quality program. Experience briefing senior leaders on related subjects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
