This position is located in the Kayenta Service Unit, Division of Administrative Services, Finance Management Branch, Kayenta, AZ. The purpose of this position is to administer the financial functions of the service unit, such as, planning, developing, operating, maintaining and adapting the financial systems.
Duties

Manages and examines the day-to-day operations of the Financial Management Branch and directs the development, installation, modification, and maintenance of the financial management systems, including overseeing fund control procedures by a commitment register of Object Classes and CAN numbers of branches that is updated daily for each program.
Develops long and short term program goals for the Financial Management Branch and on a scheduled basis will prepare and submit status reports to the Administrative Officer on accomplishments year-to-date.
Resolves most conflicts that arise from changes in the accounting regulations such as departmental regulations, administrative manuals, OMB circulars, Treasury regulations, and GAO principles and standards. Makes recommendations with respect to those features which are incompatible with local needs.
Formulates and implements the overall Financial Management Branch functions to satisfy various requirements. Evaluates and adjusts organizational structures to accomplish goals, determines necessary staffing and other resources to provide quality financial services; coordinates work schedules and assignments according to the department needs.
Conducts meetings and conferences with subordinates and management; formulates and issues written instructions on non-routine or complex assignments and answers technical question about work assignments. Reviews, approves, modifies, or rejects work requirements, methods and procedures as needed; Assigns work to subordinates and makes decisions on technical problems not covered by accounting standards, regulation or established policies.
Develops and implements internal program plans, ensures staff implement the provisions of government-wide agency programs such as merit promotion plans, position management, career development plans, performance appraisals, counseling services, etc. to achieve equitable treatment of employees. Addresses grievances and resolves employee complaints.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Developing and evaluating long-range budget and financial plans, preparing budget and financial projections, providing directions, monitoring Service Unit commitment registers, coordinating and preparing annual fiscal year operating budgets, providing status reports, conducting research projects, serving as the principal advisor, providing guidance, and participates in strategic planning; administer the total internal financial management functions of the service unit, such as planning, developing, operating, maintaining and adapting the financial systems; and planning and carrying out the assignment and directing the work of subordinates.

Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
